About CCWP
The California Coalition for Worker Power (CCWP) is a statewide table of worker centers, labor policy advocates, and unions advancing strategies that build durable worker power across California. Our coalition focuses on structural reforms that strengthen worker organizations, expand collective voice, and protect workers—particularly immigrant and Black workers—from retaliation and exploitation.
We are seeking an experienced campaign strategist with deep familiarity with California’s legislative landscape to provide full-time strategic leadership to the coalition’s long-term agenda.

- Location: Hybrid, must be California-based. Periodic travel to Sacramento and other in-state locations required.

Position Summary
California Coalition for Worker Power seeks a Policy Campaign Director who understands Californian politics, state legislature dynamics, coalition tables, labor-aligned advocacy, and legislative campaign execution.
The ideal candidate is proactive, dependable, and comfortable managing multiple priorities while working with diverse stakeholders including staff, member organizations, workers, funders, and community partners.
Job Description
We are seeking an experienced Policy Campaign Director to drive strategic, high-impact campaigns advancing economic justice, workers’ rights, and racial equity in California. The ideal candidate will bring deep knowledge of California’s political and legislative landscape, a strong track record of coalition building, and meaningful relationships across labor, policy, legislative, and community networks.
The Policy Campaign Director will partner with CCWP leadership and workgroups to lead the following areas:
Legislative & Policy Strategy
- Refine and drive long-term campaign strategy to advance worker power legislation and budget advocacy.
- Develop a campaign legislative roadmap, including committee strategy, vote tracking, caucus engagement, and stakeholder mapping.
- Support legislative advocacy meetings and legislative engagement with coalition members and partners in Sacramento.
- Work with all coalition leadership, workgroups, and members to align campaign strategy to fit the coalitions’ long term worker power policy agenda.
Legislative & Program Implementation
- Develop and lead coalition efforts to advance effective programmatic implementation following legislative win.
- Coordinate with coalition partners, state agencies, and workgroups to support effective implementation of enacted policies and ensure legislative accomplishments translate into organizing and base-building efforts.
- Build coalition capacity for long-term policy implementation and enforcement, help partners sustain momentum beyond the legislative campaign.
- Monitor implementation progress, identify gaps and barriers, and recommend strategic interventions to address challenges and protect legislative victories.
Coalition Leadership & Alignment
- Lead coordination across a diverse coalition of worker centers, labor partners, and community organizations
- Build alignment around shared campaign goals, priorities, strategies, and opportunities for collective action
- Facilitate coalition meetings and strategy discussions, ensure strong communication, participation, and follow-through among partners.
- Strengthen relationships across the coalition and help partners work together effectively toward shared policy and organizing goals
Field & Communications Integration
- Coordinate with base-building workgroups to translate legislative plans into organizing efforts and incorporate feedback from workgroups to help inform policy priorities
- Identify strategic moments throughout the legislative process to elevate campaign priorities, worker voices, and coalition activities through earned media, social media advocacy, and public statements
- Help develop clear, compelling, and consistent messaging to center worker experiences and create worker-centered narratives in the policy campaign.
Planning & Accountability
- Establish clear priorities, stepping-stones and milestones, and timelines for the policy campaign to track progress across legislative, narrative, and organizing.
- Facilitate regular strategy check-ins with campaign leadership and partner to provide concise written updates highlighting progress, key developments, emerging challenges, and recommended adjustments to campaign strategy
- Provide end-of-the-year assessment on campaign outcomes, lessons learned, and remaining opportunity to strengthen the coalition’s organizing capacity, legislative strategy, and communications in the next phase.
Job Qualifications
The ideal candidate is an experienced coalition and policy campaign leader with a proven ability to align diverse partners around shared goals and translate strategy into measurable policy and organizing outcomes. They bring strong knowledge of California’s legislative landscape, exceptional relationship-building and facilitation skills, and experience integrating policy, organizing, communications, and advocacy. A deep commitment to worker power, racial equity, and economic justice is essential.
The successful candidate will have:
- 10+ years of progressively responsible experience in policy campaign management, advocacy, organizing, coalition leadership, or a closely related field, with a demonstrated record of strategic execution and impact.
- Proven track record of leading California statewide policy campaigns from strategy development through implementation, coalition mobilization, and legislative engagement, with meaningful policy outcomes.
- Deep fluency in California’s legislative and policymaking ecosystem , including Sacramento’s political landscape, legislative processes, key decision-makers, and advocacy dynamics.
- Substantial experience building, managing, and sustaining multi-organization coalitions , including the ability to align diverse partners around shared goals while navigating differing priorities and organizational cultures.
- Strong knowledge of labor and worker justice issues , including labor law, workers’ rights enforcement, worker organizing, and protections against workplace retaliation.
- Demonstrated commitment to economic justice, racial equity, and advancing the rights, voice, and collective power of working people.
- Meaningful experience working alongside immigrant and Black worker communities , with an understanding of the leadership, organizing, and policy priorities that shape these communities.
- Well-established relationships across labor, legislative, policy, advocacy, and movement networks , with the ability to cultivate trust and translate relationships into strategic collaboration.
- Strong communications and media experience , including working with press, developing compelling narratives, and translating complex policy issues into accessible and persuasive public messaging.
- Being bilingual in Spanish is a plus.
Compensation and Benefits
Salary : $135,000 to $150,000 annual, to be negotiated based on experience and scope.

Supervision & Collaboration Structure
The Policy Campaign Director will:
- Report to the Executive Director of Koreatown Immigrant Workers Alliance (KIWA), who also serves as CCWP Co-President.
- Coordinate closely with CCWP’s Co-Managing Directors to advance coalition priorities and ensure strategic alignment.
- Supervise the CCWP Policy Manager , providing direction, support, and accountability for policy campaign work.
- Work in close partnership with CCWP’s steering committee, policy, organizing, and communications workgroups to align legislative strategy, coalition organizing, and public engagement.
