Manager, Government & Public Affairs

Basic FunctionThe Manager,Government & Public Affairs works closely with Government Affairs and refinery management to develop and execute government and public affairs strategies to further overall company objectives in certain state and local matters. Lead in strategic stakeholder engagement efforts, rulemakings, crisis/incident response and development of applicable messaging to local communities, government officials and key stakeholders. Job DutiesDevelop and grow relationships with lawmakers and agency staff in Washington and OregonSupport facility operations by engaging with local external stakeholders (city/county officials, NGOs and tribal leadership)Identify legislation that impacts the liquid fuels industry in the Pacific Northwest and other markets as neededUnderstanding of regional carbon programs (CCA, CCP, LCFS, etc)Familiarity with maritime issuesParticipate in regional and statewide trade associations and chambers of commerceTrack and engage in the rulemaking processes in Washington and OregonMeet with lawmakers at the State Capitol and articulate HF Sinclair’s public policy positionsTestify in front of relevant legislative bodies and participate in interim committee hearingsSupport Vice President of Government Affairs with federal and state advocacy as neededManage contract government affairs staff in Washington and OregonParticipate and lead HF Sinclair’s Political Action Committee events and fundraising effortsSupport local charitable and community engagement effortsSupport corporate and site communications team as neededServe on the refinery leadership teamDeep understanding of legislative and regulatory processesExperience developing policy analysis and strategyPossess strong relationships with key stakeholders (oil and gas industry, unions, NGOs, government and tribes) and understands coalition building.Preference for candidate with experience in climate policy and/or downstream refiningRole is based in Washington – preference for candidate with work history in the stateSpecial assignments or tasks assigned to the employee by their superior, as determined from time to time in their sole and complete discretion.ExperienceA minimum of five years industry and specialty related experience.Education LevelA minimum of a Bachelors Degree in scientific discipline, Government, Public Policy, Law, Communications, or a related field, is required.Required SkillsExcellent interpersonal, presentation, and organizational skills; basic knowledge of word processing, spreadsheet, and database applications; strong legislative competency as well as strong negotiating and influencing skills. Analytically strong with attention to details. In depth knowledge of legislative data requirements, programs and policies. Thorough understanding of the legislative process, including an understanding of the roles and decision points in Congress and Federal regulatory agencies. Ability to effectively communicate with others, both written and verbal communication. Advanced reading and writing skills, with the ability to perform complex mathematical calculations.Supervisory/Managerial ResponsibilityResponsible for supervising team.Work ConditionsOffice based with up to 25% travel by land and air required.
