Please note – equipment provisioning and certain onboarding tasks will take place in person, in our Denver office, on the first day of employment. The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community‑informed, data‑driven, high‑quality, and equitable early childhood system that supports the care, education and well‑being of all Colorado's young children, their families and early childhood professionals in all settings. The Data, Strategy, and Impact Division is responsible for providing data, research, analysis and evaluation of the programs within the Department. This role sits within the Analytics & Reporting Team in the Data, Strategy and Impact Division and this team is one of four teams within DDSI. The Analytics & Reporting Team is a centralized team of analysts that work together to standardize practices and support research, reporting, and analytic priorities across the Department of Early Childhood (DEC). Class Code & Class Description: H1C4XX Analyst IV This position primarily works to support data management, data analysis, research, and reporting needs across the various programs and services managed by the Division of Community and Family Supports (DCFS) under the Office of Program Development. What you’ll be doing: Designs, formats, populates, and cleans analytical data sets using a variety of tools and skills. Defines and implements processes needed to validate data. Independently performs statistical analysis as requested and as data allows. Utilizes both descriptive and inferential statistics, as well as systematic qualitative analysis, as necessary. Fulfills internal and external data requests. Develops and/or maintains recurring data reporting for community and family support‑related needs as requested by program leadership. Identifies opportunities for alignment with community and family support data. Develops and implements Reporting Agendas for community and family support data. Develops and maintains a Critical Operations list to support successful cross‑training. Actively monitors and works on ad hoc reporting priorities outlined in the Reporting Agendas. Provides recommendations to management regarding challenges and opportunities for consideration to ensure data integrity, reliability and accuracy in reporting. Generates reports for program and executive leadership to inform decision‑making, proactively and by request. This position is delegated as the staff authority and content expert for operationalizing and executing performance management services to support data‑driven decision‑making for the Division of Community and Family Support (DCFS) through internal and statewide initiatives. Oversees implementation of continuous quality improvement (CQI) strategies to increase the efficiency and effectiveness of DCFS strategies. Key consultant for decision‑making around how data should be collected, managed, stored, utilized, and/or interpreted. Collaborate on data collection efforts, including recommending appropriate data sources and modifying channels of data collection, as necessary. Key consultant for decision‑making around most appropriate and feasible data deliverables based on their understanding of available software, data sharing best practices and audience preference. Support survey development, analysis, and reporting as requested. Develops and maintains effective, ongoing collaboration with assigned unit staff, including providing data strategy consultation and support. Works with staff to support proactive, meaningful data collection to meet program, Division, and/or Department priorities. Provides recommendations to leadership, product owners, and other CDEC stakeholders regarding challenges and opportunities for consideration to ensure data integrity and accuracy in reporting. Works closely with Department staff to ensure that a data perspective is brought into appropriate conversations. Recommends strategic concepts and measurable objectives that tie to DCFS’s strategic priorities and quantifiable outcomes. Works closely with external partners and internal Research and Evaluation Team to support research and evaluation by informing appropriate use and interpretation of data and supporting refinement of evaluation design. Consults on ongoing efforts and potential opportunities for data sharing to support evaluation. Regularly communicates with evaluation contractor(s) and internal Research and Evaluation Team to share pertinent information, updates, and data related to program‑specific evaluation activities. Supports refinement of data sharing agreements in the capacity as a data element subject matter expert. Partners with evaluation contractor(s) and internal Research and Evaluation Team to design data dashboards and facilitate the adoption of tools by DCFS programs. Collaborates with the internal Research & Evaluation Team to develop, implement, and monitor Research & Evaluation Agendas. Reads materials for content, writes executive summaries, abstracts, and reports important findings to division director(s) and program staff. In collaboration with the internal Research and Evaluation Team, helps to coordinate DCFS program participation and cooperation with evaluation activities. Works directly with the DCFS Division Director to identify and resolve data‑related risks to successfully complete evaluation activities. Assists the internal Research and Evaluation Team with communication strategies to disseminate reports. Advises DCFS program managers, CDEC staff, state agencies, state intermediaries, and other mixed‑delivery system partners to align, coordinate, and understand data pertaining to evaluation activities. Other duties as assigned. Minimum Qualifications: Experience Only: Seven (7) years of professional experience with independent data analysis and reporting using quantitative and qualitative data in an occupational field related to the work assigned to the position. OR Education and Experience: Bachelor’s Degree from an accredited institution in Child Development, Public Administration, Social Sciences, Education, Statistics, or a related field AND three years of professional experience with independent data analysis and reporting using quantitative and qualitative data in an occupational field related to the work assigned to the position. Substitutions: Additional appropriate experience will substitute for the degree requirement on a year‑for‑year basis. Additional appropriate education will substitute for the required experience on a year‑for‑year basis. Preferred Qualifications: Master's or Doctorate degree in Child Development, Public Administration, Social Sciences, Education, Statistics, or a closely related field. Proven experience operating independently to use data and reporting to inform decision‑making. Experience cleaning and processing large administrative data sets to ensure data quality and meaningful analysis. Experience curating a dataset from a large transactional database to be used for research or reporting. Experience analyzing and visualizing large administrative data sets. Proven experience with successfully communicating analytical findings in writing and verbally to a diverse audience. Proven ability to translate analytical findings into meaningful and actionable written recommendations. Experience working independently to identify errors, validate results, and correct errors prior to delivering a data product. Proven ability to garner and incorporate stakeholder feedback to produce responsive and actionable data products.
