Senior Healthcare Analytics Research Coordinator

State-of-Hawai

This posting is for the State of Hawaii, Department of Human Services, Med-QUEST Division (MQD). Senior Healthcare Analytics and Research Coordinator is located on the island of Oahu. Salary: Commensurate with education and experience. Legal authorization to work: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States. This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will," which means that you may be discharged from your employment at the prerogative of your department head or designee at any time. Under the direction of the Division Administrator, the Health Analytics Office (HAO) centralizes and consolidates key analytic functions of the MQD and serves as the steward of the statewide All Payer Claims Data (APCD) warehouse. The APCD warehouse is intended to be a statewide data repository of administrative claims and encounters data which seeks to support statewide initiatives to reduce the burden of healthcare costs by enhancing healthcare cost transparency, generating comparative healthcare statistics, and providing data on healthcare trends in access to care, cost, and outcomes for the State of Hawaii. The HAO supports standardized and ad-hoc reporting functions; research, evaluation, and data dissemination projects related to the data enrichment and expansion; procedures, methods, and requirements to maintain or increase enhancement of data integrity, which includes oversight and technical assistance for data quality validation processes; and project administration for key data projects that require contracting, legal reviews, and external stakeholder engagement. The HAO supports the division's ability to respond to research and/or policy proposals related to healthcare coverage; effectiveness of health care programs; identify and address the drivers and moderators of healthcare costs and community well-being; and develop strategies to enhance transparency in costs and quality of care. This position serves as the lead healthcare data analyst of the HAO, responsible for the oversight of all analytic and evaluation functions of the office. The position co-facilitates the development of data protocols and procedures; co-administers external data contracts, including the APCD data warehouse; and supports the implementation of data quality assurance processes. The position co-leads the development and implementation of an annual plan that reflects programmatic and stakeholder needs, maintaining responsibility for key analytic and evaluation tasks including in the work plan. The position shares responsibility for completing tasks in the work plan including the creation and dissemination of standardized and ad hoc data reports in various formats to multiple stakeholders; conducting program evaluation for various initiatives; reviewing data requests from external agencies; and providing consultation, technical assistance, and training as needed to internal and external stakeholders. Recommended Qualifications

  • 1) A master's degree in Biostatistics, Health Economics, Health Analytics, Health Informatics, Epidemiology, or Health Services Research;
  • 2) a master's or doctorate degree in any other health-related, analytic, or biomedical field (e.g., MD/DO, DDS/DMD, DVM, or PhD in Biochemistry, Biostatistics, Cancer Biology, Cellular/Developmental Biology, Environmental Health Sciences, Genetics, Health Education, Health Policy, Infectious Disease, Molecular Biology, Medical Ethics, Microbiology, Neuroscience, Nutrition, Pharmacology, Physiology, Economics, Actuarial Studies, Statistics, or Political Science), including either a or b below:
  • a). At least three (3) methods courses in health analytics, health informatics, health services research, epidemiology, health economics, or healthcare-focused actuarial studies, or any combination thereof one of which must be an advanced level, and at least two (2) statistics or biostatistics courses requiring mastery of large datasets and analyses using a statistical software set [each qualifying course should have fulfilled a minimum of two (2) credit hours],
  • b). Training or education in health analytics, health informatics, epidemiology, health services research, biostatistics, health economics, or healthcare-focused actuarial studies (e.g., through the completion of a certification program, or completion of other formal training).
Coursework or training noted in either 2(a) or 2(b) may have been acquired concurrently or non-concurrently with the degree program attended, but must have been at the graduate level. Experience Except for the substitution provided for below, applicants must have had progressively responsible work experience of the kind and quality described below or any equivalent combination of training and experience: Specialized Experience: Four (4) years of professional work experience in health analytics, health informatics, epidemiology, health services research, biostatistics, health economics, or healthcare actuarial studies with substantial experience in working with clinical population-based health, or healthcare claims data and in appropriately using the findings of these studies to develop recommendations as expected. Additionally, the incumbent must be proficient in using statistical software programs such as SAS and deploying statistical models on large healthcare analytic datasets; and Supervisory Experience: Two (2) years of work experience in the field of quantitative analysis which involved supervising others in conducting research projects where the individual being supervised independently performed various aspects of quantitative analyses including identifying data-related problems, developing and implementing plans of action to investigate the problems, developing technically-sound and valid strategies to address the problems, using advanced analytic techniques, drawing conclusions from the findings, and developing or implementing recommendations generated from the findings of the project(s) or study(ies). Such experience must have involved: planning, organizing, scheduling, and directing the work of others; assigning and reviewing their work advising them on difficult work problems training and developing subordinates; evaluating their work performance. Supervisory experience may be gained concurrently during the course of one's education or while gaining the specialized work experience. Substitution Allowed: A doctorate-level degree in Biostatistics, Health Economics, Health Analytics, Health Informatics, Epidemiology, or Health Services Research, or a doctoral degree in another field with a completed thesis focused on the collection and extensive analysis of large datasets (e.g. administrative claims datasets) to test one or more hypotheses or answer research questions related to access care, quantity or quality of service delivery, health and health outcomes of individuals, or healthcare costs may be substituted for the required education and two (2) years of the required Specialized Experience. Knowledge This position requires a thorough knowledge of the principles of health analytics, health informatics, and evaluation including the practices, methods, design, analysis, and interpretation of research studies; the principles and practices of program planning and evaluation; data dissemination methods; epidemiological and actuarial theories and practices pertinent to health services research plans and analysis; and a comprehensive understanding of health care, health plans, providers, and other related issues. Required knowledge of informatics principles includes health information standards and classification systems using standardized terminology/grouping and coding systems; experience with data analysis of large datasets and use of visualization software; and use of business intelligence platforms. Additional pertinent knowledge includes the principles and practices of communication, planning, contract oversight, stakeholder engagement, provision of technical assistance and training; principles of HIPAA and responsible data reporting and sharing; and awareness of national recommendations and best practices specific to the field. Specific knowledge of Medicaid rules and regulations pertaining to the eligibility, enrollment, access to care, utilization of services, health status, and associated costs of care; the organization, function, and objectives of the Hawaii QUEST program; and knowledge of the Health Information Technology (HIT) is highly desirable. A working knowledge of the health informatics principles including data validation and quality control; database design; data interrelationships and dependencies; the principles and practices of data collection, transformation, and integration; and an understanding of data attributes, relational databases, and data relationships is desirable. Skills/Abilities The candidate must have experience in coordinating analytic, informatics, and evaluation aspects of a complex analytics program. The ideal incumbent will have experience in working with different types of datasets used in healthcare, conducting needs assessments and research studies in the fields of epidemiology, program evaluation, data analytics, statistics, and/or informatics; and have demonstrated ability in interpreting findings of theses studies and disseminating findings to various state-level stakeholder audiences, such as legislators, key government leaders, organizational administrators, etc. in various formats. Experience with developing logic models, conducting needs assessments, and developing evaluation plans to comprehensively assess a program of intervention; and working with and overseeing projects involving large datasets is required. Experience with writing code using statistical software (e.g. SAS, STATA, SPSS, R, etc.) for advanced analyses is required. The applicant must be well-versed in standard national classification and grouping standards and definitions as it pertains to healthcare data; and have experience in reviewing data requests, study proposals, and analytic needs for feasibility, as well as legislative, ethical, and regulatory compliance. The incumbent must have experience with relational databases; conducting studies using healthcare claims and clinical datasets; and in working with clinical data and clinical quality measures, as well as be familiar with principles of data integration and transformation. Experience with primary data collection, and familiarity with data quality assurance programs to assure data integrity is desirable. The incumbent must have experience in conducting procurement and overseeing contracts, developing and maintaining budgets, adhering to reporting requirements, and supervising subordinates and teams; proficient in use of computer and associated software such as Microsoft Office, statistical analysis and database software; and ability to learn and develop proficiency in additional programs that support data mapping, visualization, analytics, and reporting as needed.
