This Fiscal Information and Data Analyst role offers a high-impact, non-supervisory position managing a $2.6 billion behavioral health budget. Ideal for analytical professionals, it provides influence over Medicaid rate setting, legislative processes, and AI/AN programs while working directly with executive leadership, offering significant career visibility, stability, and professional development.

About the division:

The Financial Services Division (FSD), in collaboration with other HCA divisions and a variety of external stakeholders and legislative partners, provides strategic financial expertise for Apple Health, Community Behavioral Health (CBH), PEBB and SEBB programs. In addition, FSD oversees the budget and compliance functions necessary to manage and monitor the single largest Washington State individual operating budget. Functions include budget management, accounting, forecasting, professional and hospital rate setting, financial analysis, and payment/collection operations. This division maintains a close working relationship with agency program, policy, and clinical divisions to ensure financially sound implementation and monitoring of program strategies. It is also accountable to the Governor and legislature in ensuring HCA operates within its budget.

About the position:

The Fiscal Information and Data Analyst is a non-supervisory, analytical position that reports to the Section Management for Community Behavioral Health appropriations and concentrates on the systematic planning, budgetary analysis and post-implementation management of the Behavioral Health initiatives including American Indian Alaskan Native (AI/AN) Fee for Service (FFS) program. This position provides advanced level technical analysis, advice, and recommendations to management decision makers, including the HCA Chief Financial Officer and agency executive management. The incumbent's work directly affects the management of the Community Behavioral Health $2.6 billion budget, grant and discretionary funding, and Medicaid rate setting.

This position is eligible to telework but is required to report on-site 1 day a week and occasionally to meet business need. The default assigned work location of all Health Care Authority (HCA) positions - both on-site and telework eligible positions - is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. All agency employees are required to report on-site in Olympia on their first and last days of employment to pick up and return state-issued equipment, regardless of telework status or location.

Duties
Some of what you will do:
  • The FIDA must be able to manage multiple high priority assignments and resources concurrently, taking initiative to resolve problems or recommend alternative approaches when appropriate.
  • This position also works closely with outside agencies and other external staff on many regular as well as ad hoc tasks, primarily receiving and requesting information and analysis.
  • Provide expert financial level budget, program and system planning and analysis for the Statewide Behavioral Health programs for the community mental health and substance use disorder budgets based on policies set at the Executive level.
  • Create and use complex databases, spreadsheets, tables, graphs, and tracking systems including Agency Financial Reporting System (AFRS), Enterprise Reporting (ER) and ad hoc tools like Web Intelligence (Webl) to extract, summarize and evaluate fiscal data.
  • Prepare and manage biennial and supplemental budgets for the assigned programs for the Statewide Behavioral Health program populations to provide community mental health and substance use disorders services, on behalf of the Agency.
  • Develop and update the financial models prepared in a complex multi-system environment and reconcile the data used for budget requests and fiscal notes periodically to ensure they are always up to date.
  • Monitor and analyze Agency expenditures for the Behavioral Health programs. Compare the same to relevant budgets, forecasts, and projections to ensure that the Agency operates within its budgetary allotments.
Qualifications
Required qualifications:

Qualifying candidates will meet one of the following criteria options:

Option 1:
  • Bachelor's degree in public administration, healthcare administration, finance, accounting, business or related fields and
  • Three (3) or more years of professional experience working with large, complex financial systems/information within the behavioral health care or health care field.
Option 2:
  • Associate's degree from an accredited college or university and
  • Five (5) years of professional experience working with large, complex financial systems/information within the behavioral health care or health care field.
Option 3:
  • Seven (7) years of professional experience working with large, complex financial systems/information within the behavioral health care or health care field.
Required competencies:

Analytic & Technical Skills
  • Expert/advanced level skill with Microsoft Excel and working knowledge of designing complex modeling, structuring and ad-hoc data for use in pivot tables, and composing nested formulas.
  • Ability to creatively use resources to create and document work processes and analytical tools.
  • Working knowledge of analytical query protocols/software such as SQL.
  • Ability to analyze financial data, identify data needs, develop problem solving strategies, support ideas using financial data as evidence, develop goals and priorities, and establish benchmarks.
  • Ability to analyze and research the differences among budgeted and forecasted expenditures and actual expenditures and effectively communicate the reason for the differences.
  • Analytical skills for financial research and modeling in complex multi-system environment.
Communication Skills
  • Effective verbal and written communication skills, including the ability to translate complex financial/analytical information for non-financial/analytical audiences.
  • Experience communicating with an array of audiences, ranging from staff with little financial background to elected government officials and federal auditors.
  • Ability to coordinate and build consensus among internal/external stakeholders toward the development of department and legislative initiatives.
  • Ability to develop and review complex written materials and provide detailed policy analysis.
Preferred qualifications:

Analytic & Technical Experience and Skills
  • Two (2) or more years of experience querying or managing financial data, financial standards and program requirements.
  • Four (4) or more years of experience in the development of financial modeling, financial program management, monitoring and reporting.
  • Seven (7) years of experience working in the financial field.
Government Experience
  • Experience working with the Washington State Agency Financial Reporting System (AFRS) data.
  • Experience contributing to decision packages and fiscal notes.
  • Knowledge of protocols/processes of the executive/legislative branches of state government.
  • Knowledge of Provider One System.
  • Experience with the Washington State Budget Development System (BDS).
  • Experience working with the federal government.
  • Familiarity with State and Federal laws, rules, and regulations that impact/govern the State's Medicaid, CHIP, and state funded health programs.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.


Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.


Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.


Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
