QUALIFICATIONS:
Knowledge of behavioral threat assessment protocols, Florida education laws and regulations, Exceptional Student Education requirements, and FDOE Office of Safe Schools guidance. Strong skills in risk assessment, data review, case management, and the accurate maintenance of legally compliant records and documentation. Effective communication and coordination skills are required to work with multidisciplinary school teams, district departments, law enforcement, and external service providers. Ability to lead teams, deliver required training, apply professional judgment, and ensure consistent implementation of threat management procedures across the district.

N/A JOB GOAL:
To provide districtwide leadership to implement, oversee, and ensure compliance with a comprehensive threat management system aligned with Florida law and Florida Department of Education guidance. Ensure consistent, effective, and legally sound behavioral threat management practices across all district and charter schools while supporting safe and supportive learning environments. Promote student academic success and well-being by addressing social, emotional, and family-related barriers through collaboration with educators, families, and community partners.
PERFORMANCE RESPONSIBILITIES: DISTRICT OVERSIGHT AND COMPLIANCE
• Serve as the district's designated Threat Management Coordinator in accordance with AER 23-02 and applicable Florida Administrative Code requirements.
• Provide oversight, guidance, and support to all school-based Threat Management Teams.
• Ensure consistent implementation of threat management protocols across all district schools and charter schools.
• Review district and school-level practices for legal and policy compliance.
• Ensures social work/counseling services comply with district, state, and federal requirements through program participation, policy adherence, and required documentation. TEAM LEADERSHIP AND SUPPORT
• Serve as a member of and provide leadership support to the District Threat Management Team.
• Assist school-based teams with case consultation, intervention planning, and follow-up.
• Monitor threat management recommendations.
• Supports school teams by participating on IEP meetings, consulting with staff, and assisting with school rules and administrative procedures.
TRAINING AND PROFESSIONAL DEVELOPMENT
• Ensure required training for all district and school-level Threat Management Team members.
• Develop and deliver professional learning for staff, law enforcement, parents, and community partners.
• Contributes to program effectiveness by applying professional knowledge, maintaining organizational skills, and supporting service delivery aligned with district expectations for social work/counseling services.
CASE MANAGEMENT AND DOCUMENTATION
• Oversee district use of the Safety and Threat Management Portal (STMP).
• Review incident reports for completeness, accuracy, and protocol alignment.
• Ensure legally compliant documentation of all threat assessments.
• Prepares, maintains, and reviews social work/counseling records, assessments, and reports to support student needs and ensure confidentiality.
COLLABORATION AND EXTERNAL PARTNERSHIPS
• Collaborate with law enforcement, mental health providers, and community agencies.
• Coordinate with Student Services, ESE, Mental Health, and School Safety departments.
• Acts as a liaison among home, school, and community agencies to coordinate services and maximize available resources for students and families.
REPORTING AND STATE LIASON DUTIES
• Serve as liaison to the FDOE Office of Safe Schools.
• Ensure coordinator information is updated with FDOE within mandated timelines.
• Develops and maintains required records, referrals, and data to support programs and services.
CONTINUOUS IMPROVEMENT
• Monitor legislative and regulatory changes.
• Represent the district at local, regional, and state safety meetings.
• Participates in evaluating the effectiveness of programs and services to support early identification of student needs and improve outcomes.
PHYSICAL REQUIREMENTS:
Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force as frequently as needed to move objects
TERMS OF EMPLOYMENT:
Salary and benefits shall be paid consistent with the District's approved compensation plan.
Length of the work year and hours of employment shall be those established by the District.
EVALUATION:
Performance of this job will be evaluated in accordance with provisions of the Board's policy on evaluation of personnel.

QUALIFICATIONS:
- Master's Degree from an accredited educational institution.
- Florida DOE certification or DOH licensure under Chapter 490 or 491as a School Social Worker, School Psychologist, School Counselor with three (3) years' experience.
- Minimum of five (5) years related professional experience.
- Willingness to obtain Florida Harm Prevention and Threat Management Model Certification. This training is conducted by the Department of Education's Office of Safe Schools. This training satisfies Rule 6A 1.0019 and is distinct from school level threat management training.
