The AUKUS, Submarines, and Industrial Base Group (ASIG), within the Sea, Land, Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to NAVSEA Team Submarine program offices and key stakeholders surrounding submarine platform construction. Team Submarine unifies submarine platform procurement activities, which includes the Columbia-class SSBN program (a Major Defense Acquisition Program and the Navy’s top acquisition priority), the Virginia-class SSN program and the new SSN-X program (developing the next generation attack submarine), to bring improved capabilities to our undersea forces. Analysts and Engineers supporting Team Submarine will continue SPA’s decades of support to the SSBN force, as well as supporting oversight of cutting-edge attack submarine construction, assisting in developing the design requirements for the SSN platform of the future, and helping plan and execute new and innovative strategies to strengthen the critical submarine shipbuilding industrial base. These are high-profile, major acquisition and manufacturing programs of significant importance to the future capabilities of the US Navy in an era of renewed strategic competition.

SPA's AUKUS Portfolio provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy, and business analysis to NAVSEA's AUKUS Integration and Acquisition (I&A) Program Office and associated partner organizations. Analysts and Engineers supporting AUKUS will continue SPA’s decades of support to the undersea force and assist in developing a trilateral submarine force for the future. This is a high-profile, major international program of significant importance to the future of the U.S. Navy and its partners in an era of renewed strategic competition.

Spa has an immediate need for a Program Analyst to serve as liaison between the AUKUS I&A International Division and the AUKUS I&A Sovereign Ready SSN (Phase 2) Division.#MC

Responsibilities

As a Program Analyst, you will leverage in-depth subject matter expertise in submarine operations and shipyard maintenance to help develop Australia’s sovereign capability to operate and maintain conventionally armed, nuclear-powered attack submarines (SSNs). Serving within the AUKUS I&A International Division, you will translate requirements from the AUKUS I&A Sovereign Ready SSN (Phase 2) Division into actionable outcomes across Foreign Military Sales (FMS), Foreign Disclosure, Export Control, and International Agreements.

Key responsibilities include:

• Regularly deliver accurate, relevant, and structured updates on Phase 2 activities to ensure alignment of objectives, expectations, action items, and situational awareness across the International and Phase 2 Directorates.
• Respond to requests for information related to FMS, export control regulations, foreign disclosure requirements, and international agreements.
• Develop strategic solutions to enhance policy-related aspects of Phase 2 initiatives in coordination with the International Directorate and the Policy Team.
• Provide organizational alignment for schedule and milestone requirements across the International and Phase 2 Directorates.
• Support the development of budget requests to support the development of FMS cases.
• Support the risk management process by identifying, analyzing, planning mitigations, and tracking programmatic risks.
• Capture and proactively maintain the status of program action items

Qualifications

Required Qualifications:

• Submarine & Shipyard Experience: In-depth operational and maintenance experience with Submarines
• Program Management & Risk Analysis: Demonstrated proficiency in program tracking, action item management, milestone scheduling, and identifying, analyzing, and mitigating programmatic risks
• Professional Acumen & Independence: Strong interpersonal, cross-cultural, and diplomatic communication skills, with a proven ability to operate with high autonomy, anticipate emerging roadblocks, and proactively mitigate issues
• Stakeholder Coordination: Proven ability to navigate, coordinate, and communicate effectively between government program offices, military services, international partners, and private industry stakeholders
• Security Clearance: Active Department of War (DoW) SECRET security clearance with current background investigation

Desired Qualifications:

• Education: Bachelor’s degree
• Submarine & Shipyard Experience: Specific experience with a Virginia-class Submarine’s Extended Drydocking Selected Restricted Availability (EDSRA)
• Security Cooperation Experience: Experience working with International Partners and Foreign Military Sales

Pay Range Information

Elements of the compensation package include competitive base pay and variable compensation opportunities. The specific programs and options available to any given employee may vary depending on eligibility factors such as geographic location, date of hire, etc. Please note that the salary information shown below is a general guideline only. Salaries are commensurate with experience and qualifications, as well as market and business considerations. Virginia, Pay Transparency Salary range: USD $130,000.00/Yr. - USD $175,000.00/Yr.
