Job Description:
L3Harris is currently seeking a Specialist Technical Trade Compliance for our Communication & Spectrum Dominance (CSD) Segment. This role will be responsible for conducting Export Controlled Information review and jurisdiction classification (J/C) duties across the CSD segment.
Essential Functions:
Conduct ITAR and EAR export J/C classification reviews of hardware, software, and technical data
Review supplier and OEM J/C determinations for accuracy and compliance
Interface with other engineering disciplines, non-technical disciplines (e.g., GTC, Program Management, Legal), and suppliers to arrive at the correct and compliant export classification
Draft export Commodity Jurisdiction (CJ) and Commodity Classification Requests (CCR/CCATs) for submission to Directorate of Defense Trade Controls (DDTC), Defense Technology Security Administration (DTSA), Bureau of Industry and Security (BIS)
Initiate and coordinate Technical Exchanges with Engineering/GTC to solve complex topics and interpretations with the ITAR/EAR
Provide technical support for licensing and agreement applications
Understand part models, drawings, specifications, and technical data, and can explain and interpret export control requirements to suppliers, sub-tier suppliers, and internal teams
Assist engineering teams with "design for export" concepts
Support GTC organization by responding to J/C questions and information provided by USG agencies including DDTC, DTSA, and BIS
Efficiently and effectively manage workload to include simultaneous activities and competing priorities and deadlines, ensuring on-time completion of activities
Implement trade compliance policies in accordance with ITAR, EAR, and Customs regulations including providing compliance guidance to both internal and external customers
Participate in the planning and execution of Trade Compliance audits
Complete required SME and compliance training
Work with other J/C COE teammates to enhance continuous learning, regulatory knowledge, and improved best practices within the J/C COE
Support investigation and resolution of classification anomalies and issues identified by compliance reviews or regulatory initiative activities
Develop export compliance specifications, trade studies, classification concepts, and regulatory analysis plans
Contribute to continuous improvement of the J/C process
Attend all required team meetings, program reviews, conferences, and teleconferences.
Ability to obtain a US security clearance
Qualifications:
- Bachelor's Degree with 4 years prior experience, 2 year post-secondary/AA Degree and 8 years prior experience or Graduate Degree with 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experience.
Preferred Additional Skills:
Bachelor's Degree in Engineering (Mechanical, Aerospace, Electrical, Systems, STEM or relevant field)
Customs regulations experience
EAR CAT 5 Part 2 working knowledge
Experience with tactical radios or software defined radio
Familiar with software code
Experience with OCR EASE
Experience with Agile PDM
Familiarity with LO/CLO and Anti-Tamper requirements
An understanding of export control regulations and compliance principles beyond J/C
In-depth knowledge of engineering, defense hardware, software systems, and manufacturing industry
Experience with government agency coordination (DDTC, DTSA, BIS)
Experience with creating and maintaining level 3 schedules for J/C activities
Experience developing goals for the GTC Technical Specialist team
Experience developing and deploying Trade-specific training
In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C, Denver, or NYC area s is $73,000 - $135,000. The salary range for this role in Colorado state, Hawaii, Illinois, Maryland, Minnesota, New York state, Cleveland Ohio, and Vermont is $63,500 - $117,500. This is not a guarantee of compensation or sala ry, as final offer amount may vary based on factors including but not limited to experience and geographic location. L3Harris also offers a variety of benefits, including health and disability insurance, 401(k) match, flexible spending accounts, EAP, education assistance, parental leave, paid time off, and company-paid holidays. The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements.
