Specialist Environmental and Regulatory Advisor - Commerce City

Role Overview Specialist Environmental and Regulatory Advisor – responsible for air permitting, environmental program development, regulatory advocacy, and compliance at the Commerce City refinery, the largest refinery in the Rocky Mountain region and the only petroleum refinery in Colorado. Key Responsibilities Collect, assess, and manage environmental data to develop technical solutions that maximize compliance, performance, flexibility, and sustainability. Maintain environmental databases, emissions calculations, inventories, and Annual Emissions Inventory Reports. Provide regulatory compliance guidance to refinery operations and leadership; implement TitleV permit requirements and state/federal air rules. Lead compliance and implementation of Colorado air and energy regulations, including Regulation No.27 and Regulation No.28. Manage and support compliance programs and technical activities such as ambient air monitoring and modeling, visible emissions/opacity, cooling water, and RICE MACT requirements. Interface directly with state and federal regulators; enhance relationships with national industry stakeholders and support public engagement efforts. Lead and oversee contractors and consultants; mentor junior staff on complex assignments; participate in the Environmental team’s 24/7 on‑call rotation. Work on a regular 40‑hour week, Monday to Friday, with potential extended hours, on‑call duties, and night shifts during outages, turnarounds, or emergencies. Operate ladders, scaffolds, towers, and confined spaces as required. Required Qualifications Bachelor's degree in engineering, chemistry, environmental science, or a closely related discipline. Minimum of 10 years of relevant industry environmental experience. Experience in an environmental program area that involves operations and provides day‑to‑day guidance to management and/or operations personnel. Knowledge and understanding of refinery operations, processes, and relation to emission sources. Experience with the New Source Review (NSR) permitting program (including non‑attainment NSR, Prevention of Significant Deterioration (PSD), Best Available Control Technology (BACT), and Lowest Achievable Emission Rate (LAER) evaluations). Experience with TitleV permitting, including renewal, minor modification, and significant modification applications. Strong working knowledge of New Source Performance Standards (NSPS) and National Emissions Standards for Hazardous Air Pollutants (NESHAP) regulatory applicability and requirements. Compensation & Benefits Salary Range: $135,000 – $157,000 annually. Salary ranges are included for job postings where required by law. Within the range, individual pay is determined by work location and additional factors, including job‑related skills, experience, and relevant education or training. Annual incentive bonus program with a 20% target, 401(k) plan with up to a 6% vested match (pre‑tax, Roth, and post‑tax options), automatic 1.5% profit sharing contribution, and Suncor‑funded cash balance defined benefit pension plan (vests in 3 years). Additional equity component via Restricted Share Units (RSUs).
