Intelligence Analyst Quantico, VA
The MOCTT Intelligence Integration Analyst will support MOCTT by providing training, mentorship, observation, assessment, and advisory support to improve the integration of intelligence and targeting within MAGTF Operations Centers, with primary emphasis at the Division, Major Subordinate Command, Marine Expeditionary Brigade, Marine Expeditionary Force, and Joint Task Force levels. The Intelligence Integration Analyst develops Training Audience personnel who can progress beyond tactical intelligence reporting and production to effectively operate at the operational level of war. This includes translating intelligence reporting, collection, and data into operationally relevant assessments that support commander decision-making, operational planning, targeting, assessment, and the synchronization of MAGTF and Joint capabilities. The position serves as a trainer, mentor, observer, assessor, and advisor during academics, staff training events, MOCEXs, command post exercises, and other collective training events. Responsibilities include identifying performance and integration gaps, providing in-stride coaching and detailed feedback, supporting corrective training, and assisting the Training Audience in establishing sustainable intelligence and targeting practices. The Intelligence Integration Analyst does not replace or perform the routine duties of Training Audience intelligence personnel. The instructor reports to and receives work direction derivatives from the Project Manager in coordination with the Contract Site Lead.
Essential Duties And Responsibilities
- Provides formal and informal instruction, mentorship, observation, assessment, and over-the-shoulder coaching to intelligence and targeting personnel on the integration of intelligence into operational planning, current operations, targeting, assessment, and commander decision-making at the MEF, MEB, Division, and other MAGTF levels.
- Trains and mentors Training Audience personnel to translate tactical reporting and intelligence data into operationally relevant assessments, conclusions, and recommendations; identify intelligence gaps, trends, implications, risks, adversary options, and anticipated adversary actions; and effectively support commander decision-making and operational requirements.
- Trains and mentors' personnel in intelligence requirements and collection management, including identifying intelligence gaps, developing and prioritizing collection requirements, supporting PIRs and other decision-support requirements, and connecting collection activities to targeting requirements and operational decision points.
- Develops Training Audience proficiency in intelligence analysis, integration, and fusion across multiple disciplines, organizations, and sources, including GEOINT, SIGINT, HUMINT, OSINT, and MASINT. Reinforces analytical rigor, critical thinking, structured analytic techniques, consideration of alternative hypotheses, and recognition and mitigation of cognitive and analytical bias.
- Trains and mentors' intelligence and targeting personnel in Joint and MAGTF targeting processes, including deliberate and dynamic targeting, target system analysis, target development, target nomination, validation, prioritization, capability pairing, target assessment, and the integration of lethal and non-lethal capabilities in support of commander objectives and desired effects.
- Develops Training Audience proficiency in integrating intelligence with Operations, Fires, Information, Future Operations, Future Plans, Collection Management, and other staff elements throughout the planning and targeting processes, including support to targeting boards, working groups, decision forums, and other battle rhythm events.
- Observes and assesses intelligence analysis, production, collection management, targeting, and Intelligence Operations Center processes to evaluate the timeliness, relevance, accuracy, dissemination, integration, and operational utility of intelligence products and assessments.
- Observes intelligence watch standers and Intelligence Operations Center personnel during exercise preparation and execution to assess information flow, battle rhythm participation, staff coordination, intelligence integration, and support to commander decision-making. Provides in-stride coaching, detailed debriefs, and corrective training based on observed performance, approved assessment criteria, doctrine, and recognized best practices.
- Assesses intelligence integration with other warfighting functions and identifies performance and integration gaps that affect shared situational awareness, planning, targeting, operational synchronization, or decision-making.
- Supports MOCEXs, command post exercises, and other collective training events, including Exercise Control and Response Cell activities when intelligence expertise is required to create realistic intelligence conditions, stimulate Training Audience processes, or support exercise objectives.
- Assists the MOCTT Section Head and senior Operations Analyst in developing, refining, and executing Training Audience Training and Academics Plans based on unit requirements, exercise objectives, identified intelligence and targeting gaps, and operational priorities.
- Develops, updates, and maintains intelligence and targeting academic packages, lesson materials, facilitator guides, practical applications, battle drills, knowledge checks, and other training products. Facilitate intelligence-specific academics, watch stander training, practical applications, and remedial instruction.
- Supports the development of sustainable intelligence and target training programs that enable supported commands to maintain and improve proficiency following MOCTT support.
- Utilizes the MOC Assessment Tool and other approved assessment criteria to evaluate intelligence and target integration, Training Audience performance, and Training Audience Training and Academics Plan effectiveness. Provides intelligence-related input to running summaries, assessments, Quick Looks, after action reviews, event summaries, and other required exercise reporting.
- Documents intelligence and targeting deficiencies, analyze observations and exercise feedback to identify recurring trends, and recommends improvements to Training Audience Training and Academics Plans, academics, intelligence processes, targeting integration, and training methodologies.
- Maintains subject matter expertise in MAGTF and Joint intelligence operations, operational-level intelligence analysis, collection management, targeting, intelligence preparation of the battlespace, and intelligence support to planning and operations. Maintains working knowledge of applicable intelligence disciplines, evolving intelligence doctrine, operational TTPs, targeting methodologies, emerging capabilities, and Fleet-identified best practices.
- Maintains proficiency and awareness of intelligence and decision-support systems used by the Fleet Marine Force, with preferred experience in Maven Smart System, Agile Client, and other applicable intelligence systems, interfaces, databases, and collaborative tools.
- Incorporates lessons learned and effective practices observed across supported MEFs, Divisions, MSCs, Joint headquarters, and other organizations into MOCTT academics, training recommendations, and intelligence and targeting practices.
- Perform other related duties incidental to the work described.
Education
- Bachelor's degree or a minimum of ten years of relevant intelligence, targeting, military, government, or contractor experience.
- Graduate of Intelligence Tactics Instructor, Marine Corps Intelligence Schools, Joint intelligence education, targeting courses, or comparable advanced intelligence training preferred.
- Formal instructor, mentor, facilitator, or curriculum development experience preferred.
- Current operational experience (i.e. OEF or OIF, MEU/SPMAGTF).
Experience
- Supporting intelligence operations at the Division, MEF, MEB, Joint Task Force, or comparable operational headquarters level.
- Previous experience serving within an Intelligence Operations Center, operational headquarters, targeting cell, collection management element, or comparable intelligence staff highly desirable.
Core Skills/Competencies Required Knowledge, Skills, and Abilities
- Strong communication and presentation skills. Able to read, write, and communicate effectively in English.
- Expert level knowledge of Microsoft Office applications (Word, Excel, Access, PowerPoint, Outlook), Adobe, and other media type software.
- Understand the MAGTF concept for training MSCs.
- Understand Marine Corps Instructional Systems Design/Systems Approach to Training and Education.
- Knowledge of commonly used concepts, practices, and procedures.
- Must be able to work independently with little or no supervision, be exceedingly well organized, flexible.
- Strong familiarity with government regulations and directives pertaining to confidentiality, document retention, and project site protocols.
- Ability to multi-task.
- Demonstrated ability to perform diverse duties under operating and deadline constraints.

- Be able to work an unstable schedule, to include holidays and weekends.
- May be required to work in inclement temperatures from 100 degrees to -25 degrees.
