Overview FWI is building a team to support Freedom of Information Act (FOIA) operations for the National Park Service (NPS) Information Resources Directorate. NPS manages over 420 park units across the United States and its territories, with FOIA obligations that have grown each year. As a FOIA Analyst, you will perform the day-to-day work that keeps these operations running — managing request intake, coordinating and conducting record searches, processing and reviewing records, and providing FOIA administrative support — to help NPS meet its statutory and regulatory obligations. Working under the direction of the contractor Team Lead and in coordination with NPS staff across the enterprise, you will ensure compliance with DOI and NPS FOIA requirements and deliver accurate, timely, and compliant support that protects the public's right of access to government records. FWI is expanding rapidly and has been recognized as a 2024 and 2025 Top Workplace by the Washington Post, offering excellent growth opportunities in a collaborative environment. **Position is contingent upon contract award** Work Schedule and Location: On-Site: This full-time on-site position will work Monday through Friday, 8am to 5pm in Washington, DC at National Park Service facilities. Responsibilities Manage the full lifecycle of FOIA requests: intake, logging, acknowledgment, assignment, tracking, and final response. Conduct and coordinate searches for responsive records across NPS program offices, regional offices, and park units. Review, analyze, and process records for release, applying FOIA exemptions and appropriate redactions. Draft response letters, determination memoranda, and related correspondence consistent with the FOIA and DOI/NPS policy. Maintain accurate, well-organized case files and keep the agency’s FOIA tracking/case management system current. Communicate professionally with requesters, agency points of contact, and the COR regarding status, clarifications, and fees. Support the NPS Information Resources Directorate with program documentation, metrics, and Annual FOIA Report inputs. Contribute to FOIA program administration, including quality control, process improvement, and training support. Ensure compliance with statutory timelines, the FOIA (5 U.S.C. § 552), DOI regulations, and applicable records management requirements. Qualifications Required: Minimum of three (3) years of full-time experience performing FOIA support services or substantially similar FOIA-related functions. Demonstrated experience performing work of similar size, scope, and complexity. Demonstrated ability to support the processing, tracking, coordination, review, administration, and management of FOIA requests in a federal or comparable environment. Working knowledge of the FOIA, its nine exemptions, and federal records management principles. Strong written communication skills for drafting clear correspondence and determinations. Proficiency with Microsoft Office and electronic document/case management systems. S. citizenship and the ability to obtain and maintain a federal background investigation / Public Trust suitability determination. Ability to work on-site in the Washington, DC / National Capital Region area. Desired: The following are not minimum requirements, but candidates who demonstrate them may be evaluated more favorably. Experience supporting complex, litigation-sensitive, or expedited FOIA requests is especially valued, including: Vaughn Index preparation. FOIA appeals processing. Coordination with agency counsel, Department of Justice attorneys, or Office of the Solicitor personnel. Exemption analysis and FOIA-related legal research. Other FOIA litigation support activities (this experience need not involve directly representing the Government in court). Additional preferred experience and credentials: Hands-on experience with FOIAXpress, FOIAonline, or a comparable case management platform. Familiarity with Department of the Interior (DOI) and/or NPS FOIA policies and procedures. Experience with e-discovery or large-volume document review tools. Prior experience supporting a federal agency FOIA program as a contractor. Advanced education, professional certifications, or specialized FOIA training (e.g., a relevant degree, or DOJ Office of Information Policy / ASAP coursework).
