Job Title

Temporary Human Resources Technician I with a Work with a large, mission-driven public agency that supports essential water, environmental, and infrastructure services for a major metropolitan region

Location

Assignment Details

Duration: 960 Hours in a fiscal year
Work Schedule: Full-time: 40hr/week

Role Overview

Human Resources Technician I is an entry-level HR paraprofessional role that provides administrative and technical support across recruitment, benefits administration, onboarding, HR systems, training, and employee services. The position works under immediate supervision while learning the full range of Human Resources functions and supporting HR operations through customer service, records management, data processing, and program administration.

Key Responsibilities

General Staff Analyst Responsibilities

Recruitment & Hiring Support

• Support recruitment efforts and track recruitment approvals.
• Post and advertise positions.
• Administer activities within the Applicant Tracking System (ATS).
• Schedule interviews and send candidate communications.
• Coordinate background checks and pre-employment activities.
• Prepare offer letters.
• Support onboarding and transition new hires to benefits administration.

Employee Benefits & HR Administration

• Assist with benefits administration and open enrollment.
• Serve as a liaison between employees and benefit providers.
• Process benefits-related paperwork.
• Support employee orientations.
• Process employee personnel transactions and payroll-related updates.

HR Systems & Records Management

• Maintain HRIS and other HR databases.
• Ensure personnel file accuracy and confidentiality.
• Manage electronic filing systems and document records.
• Track HR programs and maintain reporting systems.
• Generate and compile HR reports and statistics.

Training & Organizational Development

• Support Learning Management System (LMS) and talent management systems.
• Coordinate employee training logistics.
• Track training participation and effectiveness.
• Maintain training and career development records.

Operational Support

• Process invoices and purchase requests.
• Respond to employee inquiries through hotlines, emails, and in-person support.
• Assist with employee recognition and work-life programs.
• Support policy communication and implementation.

Specific Duties Identified in the Temporary Assignment

• New hire onboarding and offboarding support.
• Prepare onboarding packets.
• OnBase scanning for HRIS and Benefits records.
• Benefits inbox monitoring.
• File feed processing.
• Telework request processing and filing.
• Check requests.
• Employee address and name change administration.
• COBRA and Medicare packet preparation.
• Wellness reporting and miscellaneous HR support tasks

• Perform technical and procedural work supporting unit and program operations.
• Research, interpret, and ensure compliance with applicable laws, regulations, policies, and procedures.
• Prepare and process technical documents, contracts, grant applications, reimbursement packages, and related materials.
• Research, compile, analyze, and summarize data; prepare reports and recommendations.
• Maintain records, databases, and tracking systems while ensuring data integrity.
• Assist with budget development, monitoring, invoice processing, and financial tracking.
• Prepare reports, correspondence, agendas, presentations, and technical documentation.
• Serve as a liaison with internal staff, external agencies, and the public.
• Coordinate meetings, prepare agendas, and document meeting outcomes.

Assignment-Specific Responsibilities (Grants, Claims & Compliance Unit)

• Research and identify grant funding opportunities for District projects.
• Assist with grant application development and submission.
• Complete required grant and administrative forms.
• Draft, write, edit, and proofread grant-related documents.
• Coordinate with project teams and District departments.
• Work with GIS and Graphics teams to support grant proposals.
• Maintain digital records and update unit manuals.
• Manage correspondence through Microsoft Teams and email

Required Experience

• Minimum 1 year of increasingly responsible technical and administrative HR support experience in areas such as:

• Experience involving the use of databases is preferred within the qualifying experience.
