Description Under the general direction of the Maintenance of Way Manager, the Maintenance of Way Supervisor performs at an advanced level in supervising maintenance activities within the railroad right-of-way (ROW) enabling safe and efficient movement of trains along the San Diego and Escondido Subdivisions. Distinguishing Characteristics This position is distinguished by its responsibility for planning, supervising, monitoring, auditing, and reporting on employees and contractors engaged in ROW maintenance, repair, or construction. S/he is responsible for supervising daily maintenance and repair activities, including the supervision of employees and contractors assigned to perform these functions. The incumbent must demonstrate foresight and mature judgment in planning, organizing, and coordinating maintenance work, which may require interaction among multiple divisions/departments within the District, municipalities, the County of San Diego, external agencies, and consultants. This position is designated as Safety-Sensitive under NCTD authority (non-DOT) and will participate in a random testing pool under those guidelines. This position is designated as “at-will” in accordance with the NCTD Employee Handbook. Supervision Received and Exercised This position reports to the Maintenance of Way Manager and works under his/her general direction with guidance for assigned work. This position will supervise the work of contractors and subordinate staff. Further, this position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted. Working Conditions Normal working conditions for this position are in both an office and field setting. Business travel may be required periodically between District sites, governmental agencies, consultant’s facilities, and other locations as required. Job duties may require work beyond normal office hours for emergency callouts, evenings, holidays, and weekends. Examples of Duties Essential Functions Plans and supervises maintenance operation activities, provides service quality, and ensures compliance with regulatory requirements, and safety management system principles. Plans, develops, and schedules work that supports the maintenance of the ROW and related equipment for NCTD operations. Monitors and inspects the ROW, maintenance facility and maintenance equipment to evaluate service quality and compliance with NCTD policies, procedures, and regulatory requirements. Monitors and reports on ROW maintenance and contractor compliance. Monitors contractor compliance with contract agreements, NCTD Maintenance of Way Plan, and applicable governing agency regulations. Recommends updates and changes to policies and procedures for areas of responsibilities. Pursues resolution and correction of ROW maintenance deficiencies, including management of projects, as needed. Coordinate and communicate with member and government agencies, municipalities, and members of the public to ensure that ROW issues and concerns are properly addressed. Document and communicate regular status updates relative to ROW maintenance, including any deficiencies, or as otherwise indicated based on circumstances. Prepares monthly maintenance compliance reports. Manage corrective actions through to completion using IndustrySafe Database. Reviews work order and maintenance management information systems. Investigates complaints regarding unsafe or hazardous conditions. Investigates independently, or as part of a team, reportable collisions, derailments, and other accidents. Uses inspection findings and other information as basis for recommendations of MOW capital improvement program. Assists in the development of work plans and checklists. Assists in the development of procedures and maintenance plans to ensure safe practices and consistency with industry standards. Prepares audit processes and findings report. Supports the management of ongoing audit processes to reflect evolving best practices and regulatory trends. Prepares for and participates in FRA, CPUC, FTA, and NCTD audits. Maintain up-to-date knowledge of applicable Federal, State, and local, rail/transit industry regulations, rules, standards and accepted best practices to assure ongoing NCTD awareness and familiarity with all regulatory issues. Responds to calls 24 hours a day, 7 days a week. Perform other related duties as assigned. Qualifications Experience/Education Bachelor's Degree in related field is desired. Minimum five (5) years directly relevant experience in rail system (private or public sector) required, as per below: Knowledge of ROW maintenance principles, including track safety standards 49 CFR Part 213 Subpart A to F Class of Track 1-5. Experience with comprehensive preventive maintenance practices, policies and procedures. Knowledge of federal and state regulations and inspection timing regulations, and APTA safety standards as they pertain to rail ROW equipment. Familiarity with additional support systems (wayside communication equipment). Knowledge of material management maintenance systems. Minimum of two (2) years of supervisory experience. A combination of experience/skills and education to fulfill the requisite knowledge, skills and abilities for this position may be considered. Certificates/Licenses Possession of and the ability to maintain a California driver’s license, Class C, with less than 6 points in the prior 36 month period and no DUI’s in the prior 7 year period. Must be able to successfully complete Roadway Worker Protection, GCOR, and Territory Qualified training on NCTD owned railroad properties. Maintain compliance with the District’s policy regarding Conflict of Interest and Ethics. Must be able to qualify and maintain annual access to Marine Corp Base Camp Pendleton. General Requirements Knowledge and application of methods, materials, tools, practices, occupational hazards, and safety precautions used in the maintenance and repair of the railroad ROW. Ability to understand and implement FTA standards on transit asset management and state of good repair. Understanding of relationship of financial investments and expected equipment outcome based on life cycle analysis. Ability to analyze preventive maintenance scheduling activities to determine and recommend improvements based on industry best practices. Ability to schedule repairs, refurbishments, and replacement of equipment and systems based on life cycle analysis, while creating minimum impact on transit operations. Ability to understand, apply, and implement administrative policies, practices, and procedures. Ability to plan, supervise, and coordinate a MOW operations program. Ability to work independently in identifying the need for and developing proposed changes to operating practices. Understand budgetary needs and monitor expenditures. Proficient communication skills, including both orally and in writing. Ability to establish and maintain cooperative relationships with those contacted in the course of work, including outside contractors. Familiarity with pertinent code and regulatory requirements of agencies such as the FTA, FRA, CPUC, OSHA, EPA, and California Code of Regulations. Ability to create and maintain good working relationships through effective communication and teambuilding skills. Familiarity with office procedures and the maintenance of records. Ability to manage and maintain simultaneous, transitional, and emerging priorities. Proficiency in computer software programs including the Microsoft Office Suite. The employee may be subject to fumes, odors, dusts, gases, and chemicals. The employee must be able to walk, climb, balance, bend, carry, push, reach, sit, and stand. Machines / Tools / Equipment Ability to operate a personal computer and Microsoft Office Suite programs. Ability to operate standard office equipment, including a fax and scanner machine, copy machine, and telephone. Ability to carry and operate a mobile on-call device. Life Insurance NCTD cares for its employees, and thus provides at no cost to the employee group life insurance in the amount of $50,000 (coverage includes Accidental Death and Dismemberment and Accelerated Death benefits). Additional life insurance is available for you and your eligible dependents at your expense. * Tax reporting is required for any amounts over $50,000, per IRS guidelines. Supplemental life insurance coverage premiums are deducted on a post-tax basis. Long Term Disability Insurance NCTD offers voluntary Long-Term Disability (LTD) insurance. You may elect units of $100 up to 60% of your hourly wage to a maximum of $6,000/month. Deductions are post-tax, coverage 24/7, limitations or exclusions, and benefits are payable to age 65 or for two years (whichever is longer). Flexible Spending Account Plan NCTD offers two core FSA plans and two Commuter plans. Health Care and Dependent Care plans are “Use It OR Lose It” calendar year plans (Jan. 1st – Dec. 31st). The Commuter Transit and Parking plans do not have a “use it or lose it” policy. Plans are as follows: Health Care Spending Account: May contribute up to amount specified annually by the IRS Dependent Care Spending Account: May contribute up to amount specified annually by the IRS (including limitations if married) Commuter Transit Accounts: May contribute up to amount specified annually by the IRS Disability Insurance Employees contribute to California State Disability Insurance (SDI). The current contribution rate is 1.1% of earnings and is totally paid by the employee. After the 7-day waiting period, SDI pays a percentage of employee’s salary up to a maximum of $1,540.00per week, for up to 52 weeks. SDI may be coordinated with Paid Time Off (PTO). Accident Insurance NCTD offers voluntary accident insurance. You may elect coverage for you and your dependents for a flat monthly rate. Deductions are post-tax. Critical Illness Insurance NCTD offers voluntary Critical Illness insurance. You may elect coverage up to $10,000 in increments of $2,500, for you and between $2,500 - $5,000 for your dependents, not to exceed 50% of coverage amount. Deductions are post-tax. Administrative Holidays NCTD recognizes 10 paid holidays per year: New Year’s Day, Martin Luther King Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veterans’ Day, Thanksgiving Day, Day After Thanksgiving, and Christmas Day. PTO (Paid Time Off) All NCTD Regular, Probationary, and Limited-Term employees shall receive Paid Time Off (PTO). PTO shall be taken at reasonable times approved by the employee’s supervisor. PTO Shall Be Earned Equally In Each Pay Period During The Year In Accordance With The Following Schedule, Based On The Number Of Years Of NCTD Service Completed Tier 1: 0.00-1.99 Years of Service-120 Hours Per Year Tier 2: 2.00-4.99 Years of Service-184Hours Per Year Tier 3: 5.00-7.99 Years of Service-240Hours Per Year Tier 4: 8.00-19.99 Years of Service-272Hours Per Year Tier 5: 20.00 Years of Service-280Hours Per Year Transportation Passes All NCTD employees receive an identification “PRONTO Card” which can be used to ride the following NCTD/MTS transit services (BREEZE, FLEX, SPRINTER, COASTER, MTS Bus, Trolley) at no charge. Eligible family members also receive a pass for NCTD public transportation at no charge (paratransit excluded). Bereavement Leave NCTD offers paid bereavement leave.
