Duties Description The Senior Administrative Analyst serves as a regional logistics coordinator focusing on supporting regional quality and compliance monitoring and support activities for priority initiatives. Collect, review, and analyze quantitative data related to state‑operated programs and personal allowance or other high‑priority initiatives, and make recommendations to leadership regarding areas of improvement or vulnerability. Develop and maintain priority reports, providing updates, recommendations, and analyses to state operations leadership. Assist in the development and modification of survey instruments and data collection systems; establish tracking and reporting systems that identify facility practices, issues, and implementation or corrective actions, with an emphasis on personal allowance. Develop, update, and maintain program protocols, policies, and procedures for state operations (e.g., personal allowance, overtime, fit‑testing data). Serve as a primary point of contact for field operations regarding the development of policies and standard operating procedures (SOPs). Coordinate efforts of subject‑matter experts across DDSOOs to develop solutions addressing systemic programmatic issues; provide on‑site technical support and training when necessary. Maintain knowledge of and serve as a subject‑matter expert on personal allowance rules, regulations, standards, and requirements to ensure compliance, proactively monitor, and develop recommendations for policies and trainings statewide. Travel to certified sites to conduct surveys of personal allowance management, including interviews of employees and clients, collection and review of documentation and practices, provide technical support, and report findings and recommendations to state operations leadership. Develop and maintain relationships with external and internal stakeholders to identify areas of improvement and implement mitigation strategies. Other duties as assigned. Minimum Qualifications Administrative Analyst Trainee 1 (SG‑14) – Four years of experience conducting management and organizational studies to review and revise procedures, evaluate organizational performance, develop internal controls, perform cost‑benefit or systems analysis, and design/update procedure manuals, forms, and policy. Administrative Analyst Trainee 2 (SG‑16) – Five years of similar experience. Senior Administrative Analyst (SG‑18) – Six years of similar experience. Substitution: Associate degree may substitute for two years of experience; bachelor’s degree may substitute for four years; master’s degree may substitute for five years; doctorate may substitute for six years. Competitive: candidates must be reachable for appointment on the current Civil Service Eligible List or the Professional Career Opportunities (PCO) Eligible List for this title. Transfer: candidates must have one year of permanent competitive or 55‑b/c status in the posted title and be eligible for lateral transfer, or be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades. HELPS Program This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS program titles may be filled via a non‑competitive appointment; you do not need to take an exam to qualify, but you must meet the minimum qualifications of the title. At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non‑competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status. Appointments may also be made at the Administrative Analyst Trainee levels. Candidates hired at the entry‑level title (Administrative Analyst Trainee 1) may be advanced to the full‑performance level (Senior Administrative Analyst) following satisfactory completion of two years of service. Salary and Benefits Salary range (annual): $53,764 – $85,138.
