Business Analyst Data Specialist

Job Summary:

The Business Analyst 3 role requires an experienced professional with over eight years in business and data analysis, capable of independently managing complex tasks and delivering strategic business solutions. This position involves acting as a liaison between business stakeholders and IT teams, analyzing and documenting business processes, and supporting data governance and enterprise reporting initiatives within large enterprise or government environments. Responsibilities:

• Review, analyze, and evaluate business systems and user needs to align with overall business strategies.
• Perform business process reengineering and identify new technology applications to improve business effectiveness.
• Prepare solution options, risk assessments, and financial analyses including cost/benefit, ROI, and buy/build decisions.
• Write detailed descriptions of user needs, program functions, and development/modification steps for computer programs.
• Conduct requirements elicitation, business process analysis, data profiling, source-to-target mapping, and data validation.
• Develop and document Business Requirement Documents (BRDs), functional requirements, business rules, KPIs, data dictionaries, and data lineage.
• Collaborate with business stakeholders, data engineers, architects, and reporting teams throughout the Software Development Life Cycle (SDLC).
• Support data governance, perform gap analysis, and assist with User Acceptance Testing (UAT) including test scenario and test case development.

Required Skills & Certifications:

• Minimum of 8 years experience as a Business Analyst or Business Data Analyst in enterprise IT or government settings.
• Strong written and verbal communication skills.
• Bachelor's degree in Business Administration, Information Systems, or related field, or equivalent work experience.
• Experience gathering, analyzing, and documenting business requirements following formal SDLC processes.
• Expertise in business process analysis including current-state and future-state process flows and data flow diagrams.
• Proficiency in data analysis, profiling, validation, and documentation of data elements and business rules.
• Extensive hands-on experience writing and interpreting complex SQL queries for data analysis and validation.
• Proven ability to engage with business stakeholders through workshops, interviews, and facilitated sessions.
• Experience translating business requirements into functional/data requirements and BRDs for technical teams.
• Ability to define and document business measures, metrics, KPIs, and collaborate on report specifications and data sourcing.
• Experience performing gap analysis between current and desired future-state business processes and data.
• Experience supporting User Acceptance Testing (UAT) and developing test scenarios and cases.

Preferred Skills & Certifications:

• Project management experience, particularly with PMP certification.
• Experience with business process mapping and reengineering using industry standards.
• Strong facilitation skills for stakeholder communication and collaboration.

• Must be able to independently perform a variety of complicated tasks.
