In this position, you will support the rapid acquisition, deployment, and maintenance of integrated solutions through program analysis, resource planning, and coordination to identify and prioritize technology and infrastructure gaps. The work directly supports the agency mission by improving the effectiveness and efficiency of programs, ensuring resources are aligned with mission objectives, strengthening accountability and compliance, and enabling informed leadership decisions.

This position starts at a salary of $121,785.00 (GS-13, Step 1) to $158,322.00 (GS-13, Step 10).

As a Management and Program Analyst , you will be responsible for performing complex budget, resource planning, program analysis, internal control, and stakeholder coordination duties to support effective program management and informed leadership decision-making. Typical duties will include:

• Analyzing and developing program-focused budget formulation, strategic resource planning, and multi-year program plans to ensure alignment with mission priorities.
• Monitoring and managing program budget execution and funds control, conducting variance and trend analyses, and recommending corrective actions to optimize resource utilization.
• Conducting program evaluations, advanced analytics, and internal control assessments to strengthen budget integrity, audit readiness, and compliance.
• Serving as a subject matter expert advising leadership, program managers, and stakeholders on budget policy, governance, and resource management strategies.
• Coordinating and collaborating with internal and external stakeholders to advance resource strategies, process improvements, and change management initiatives.

Qualifications

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

• Leading complex qualitative and quantitative program, budget, and resource analyses to improve program effectiveness, including developing performance measures, statistical analyses, cost models, and actionable recommendations for senior leadership;
• Designing, implementing, and evaluating planning, funds control, and management information systems that support long- and short-range program plans, budget formulation, budget execution, and resource allocation;
• Analyzing the impact of new or proposed legislation, executive directives, and organizational guidance on budget policy, resource planning, financial execution, and program governance, and advising senior leaders on recommended courses of action;
• Planning and directing cross-functional studies and coordinating with headquarters, field offices, finance, acquisition, and program stakeholders to resolve complex resource management issues and drive process improvements;
• Preparing and delivering high-level budget briefings, analytical reports, decision memos, and responses to leadership, oversight, and external data calls related to budget formulation, execution, program performance, internal controls, and audit readiness.

You must:

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years.
