Contract Compliance Analyst

Position Overview Pay: $6,031.00 - $7,547.00 per month. New to State candidates will be hired into the minimum salary of the classification or the minimum of the alternate range when applicable. Location: 464 W. 4th Street, San Bernardino, CA92406. Position Type: Full time. This is a telework-able position; the amount of telework is determined by the department. Responsibilities Perform audits and investigations related to construction "public works" contracts covering San Bernardino and Riverside Counties. Educate stakeholders—including contractors, subcontractors, and other groups—on contract requirements. Administer and enforce standard specifications and special provisions during contract administration. Monitor and enforce prompt payment, subletting, subcontracting fair practices, and other contract requirements. Take appropriate action for violations related to the Department's Disadvantaged Business Enterprise Program. Conduct field investigations, assess penalties, and determine the necessity of contract withholdings. Write, edit, and convey complex investigative findings to external parties. Use computers and Microsoft Office programs (Word, Excel, PowerPoint) to complete staff work. Maintain effective working relationships with internal and external parties, including the public, contractors, and their employees. Minimum Requirements Educational attainment or experience that satisfies the ANALYST II or ANALYST I classification. Valid driver's license required when operating a State-owned or leased vehicle. Proficiency with computer software applications. Strong verbal and written communication skills; excellent time‑management and organizational abilities. Knowledge of standard specifications, California Code of Regulations, and relevant contract laws. Working Conditions The primary work environment is an office with climate control. Occasional field work at construction sites or contractor office facilities may be required. Workers must be prepared for exposure to equipment, machinery, chemicals, dust/dirt, high noise levels, uneven surfaces, humidity, and extreme heat or cold. Personal protective equipment such as hard hats and safety vests must be worn in the field. Overtime and flexible hours may be required. Some overnight travel may be required for meetings and training. Other Requirements Applicants must meet the Minimum Qualifications stated in the Class Specification. Eligibility may be determined by the analyst exam; applicants who are new to State civil services must be on the state examination list.
