Infrastructure Project Manager

Location: Montpelier, VT 05620 – Remote

Duration: Long-term Contract

At present, the Client supports multiple domains as a legacy architecture established prior to the creation of ADS. Maintaining these domains consumes resources that could be more effectively allocated to addressing the Client’s Mission, and creates unnecessary complexity within the Client’s environment, limiting the ability to efficiently distribute software applications and security patches in addition to inhibiting users’ mobility between office buildings and access to services within other Agencies.

In response, the Client has authorized a project to consolidate the domains into a single domain, VSMS. Doing so will provide the following benefits:

Existing Technology Environment:

The Agency of Digital Services supports 10 separate Active Directory (AD) login forests (source domains) and 1 resource forest (VSMS).

Scopes of Work for Consolidation:

• File Services
• Print Services
• IP Address Management & Active Directory Services
• User Migration
• End User Device Migration
• Application Migration

Alongside the domain consolidation effort, the Client has also undertaken an enterprise project to modernize their network to improve performance and reduce complexity. The domain consolidation and network modernization projects are mutually dependent.

Requirements:

For this particular request, knowledge requirements include:

• Conversational knowledge of logical network infrastructure concepts, including domain controllers, DNS, Active Directory, and network segmentation.
• Conversational knowledge of how domains are structured and the technical implications of consolidating multiple domains into a single, cohesive environment.

For this particular request, functional requirements include:

• Proficiency with Microsoft Project
• Proficiency with Microsoft Office suite
• Proficiency with Microsoft Vision
• Demonstrable experience of successfully facilitating a similar project

PM Approach

The individual will serve as a “Project Manager” who will:

1. be a senior employee within Contractor’s organization, with the information, authority and resources available to properly discharge the responsibilities required hereunder;
2. serve as primary point of contact and the single-point of accountability and responsibility for all Contract related questions and issues and the provision of Services by Contractor;
3. have day-to-day responsibility for, and authority to manage, State customer satisfaction; and
4. devote efforts to managing and coordinating the Services.
5. follow project management methodologies that are consistent with the Project Management Institute’s (PMI) Project Management Body of Knowledge (PMBOK) Guide ,
6. be responsible for all tasks necessary to manage, oversee, and ensure success of the project. These tasks include documenting requirements, developing and updating project plans, scheduling meetings, developing and publishing status reports, addressing project issues, risks, and change orders, and preparing presentations for the State.

Project Deliverables:

The selected Candidate shall be responsible for project deliverables using Microsoft Office products in v2007 or newer (Word, Excel, Project, Visio, etc.), and Adobe PDF, or other formats acceptable to the Client.

He shall be responsible for developing and implementing the following project management deliverables subject to review and approval of the Client.

• Project Charter - A formal document that defines the project’s scope, objectives and measures of success. - Once
• Stakeholder Register - A record of persons and organizations that may affect or be affected by the project, analyzed for level of interest and influence on the project. - Once, then update weekly
• Risks & Issue Register - A log of all risks and issues (opened or closed) that could impact the project. Risks should be outlined by their impact and their potential to occur. All risks should have an owner. Issues should be outlined by their impact, owner, date of occurrence, and remediation strategy. - Once, then reviewed and updated weekly
• Decision Log - A log of all decisions (opened or closed) that impact the project. - Updated as needed
• Action Items Log - A log of all open tasks not captured in the project schedule. Actions must have owners and due dates. - Reviewed at minimum weekly and updated as actions are assigned.
• Communications Plan - A written plan for what information will be shared, with whom, including frequency and medium - Once, then updated as needed
• Change Control Plan - A written plan that defines the project’s process for collecting, vetting and approving/rejecting proposed changes to the project’s baselines. - Once, then updated as needed
• Change Request Log - Formal document which outlines any changes to the project scope, schedule, budget, and/or resources. - Reviewed and updated per occurrence
• Schedule - A dependency-driven, resource-loaded hierarchical schedule, inclusive of all areas of the project, decomposed to tasks no smaller than 8 hours in duration. - Once, then updated weekly
• Resource Estimates - Effort driven requirements for laborskills and time commitment, recorded at the task level. - Once, then updated as needed
• Roles & Responsibilities (RACI matrix) - A responsibility assignment matrix that specifies roles and responsibilities for each task, milestone and decision that takes place throughout a project - Once, then updated as needed
• Meeting Agendas & Minutes - All scheduled meetings will have an agenda and minutes. The minutes shall contain risk issues, action items, and decision logs. Minutes shall be transcribed over to the main logs. - Per occurrence
• Status Reports - A written update on the project health, accomplishments, upcoming tasks, risks and significant issues. - Weekly
• Executive Briefings - A formal update, written and/or verbal presentation, providing an update on project health, major accomplishments, decisions, high impact risks and issues, and upcoming milestones.
