Child Support Senior Consultant Business Analyst - Human Service Transformation

Position Summary We are seeking a Business Analyst to support the planning, analysis, testing, and implementation of technology and business transformation solutions for Deloitte’s Government and Public Services practice. In this role, you will work closely with clients, project teams, and technology stakeholders to gather requirements, analyze business needs, improve processes, and support successful project delivery. The ideal candidate brings foundational business analysis experience, strong analytical and communication skills, and the ability to support initiatives throughout the project lifecycle. Work You'll Do As a Project - Child Support Business Analyst Senior Consultant (Delivery Engineer III) on the Government and Public Services team, you will be responsible for: Supporting the elicitation, analysis, documentation, and validation of business, functional, and technical requirementsCollaborating with clients, stakeholders, and project teams to understand business objectives, operational challenges, and program needsDocumenting business processes, workflows, use cases, user stories, business rules, and functional specificationsSupporting system implementation activities, including requirements traceability, testing coordination, defect management, and deployment readinessAssisting in facilitating stakeholder meetings, requirement workshops, and process improvement discussionsAnalyzing data, identifying trends, and developing recommendations to support business and technology decisionsContributing to project deliverables, status reporting, and client-facing communicationsSupporting business process improvement, organizational change, and technology modernization initiativesStaying apprised of developments across the broader child support market, including program, policy, and technology trends, and sharing relevant insights with the project team A Successful Candidate Would Possess These Skills Ability to work independently and collaboratively in a team-oriented environmentStrong analytical and problem-solving skillsEffective written and verbal communication skillsMeticulous attention to detail and quality of work productAbility to build and sustain professional relationships with clients and team membersAbility to facilitate discussions and gather information from diverse stakeholder groupsAbility to manage multiple priorities in a fast-paced and dynamic environmentStrong organizational and time-management skillsAbility to lead project tasks or workstreams with limited supervisionAbility to mentor and provide guidance to junior team membersAbility to meet deadlines while balancing competing priorities The Team Deloitte’s Government and Public Services practice brings together people, ideas, technology, and outcomes to help clients make an impact. Qualifications Required Bachelor's degree in Business Administration, Public Administration, Information Systems, Health & Human Services, Social Sciences, Computer Science, or a related field5+ years of professional experience supporting business analysis, system implementation, technology modernization, or business process improvement initiatives5+ years of experience gathering, documenting, and validating business requirements, user stories, business processes, workflows, and functional specificationsExperience supporting Software Development Lifecycle (SDLC) activities including requirements management, design reviews, testing, defect triage, and implementation readinessExperience using Microsoft Office Suite, including advanced Excel, PowerPoint, Word, Visio, or comparable business analysis toolsExcellent written and verbal communication skills with the ability to translate business needs into actionable requirementsAbility to travel 0-20%, on average, based on the work you do and the clients and industries/sectors you serve Preferred Experience with Child Support services from either a client or industry perspective Experience working on state government technology modernization or large-scale system implementation initiativesExperience documenting current-state and future-state business processes, use cases, business rules, operational procedures, and process improvement recommendationsExperience working with Agile, Scrum, SAFe, or hybrid project delivery methodologiesExperience facilitating stakeholder workshops, requirements sessions, user acceptance testing (UAT), and process design discussionsFamiliarity with requirements management and collaboration tools such as Azure DevOps, Jira, Confluence, or similar platforms The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At Deloitte, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $102,800 to $ 171,300. You may also be eligible to participate in a discretionary annual incentive program, subject to the rules governing the program, whereby an award, if any, depends on various factors, including, without limitation, individual and organizational performance.
