Manager- Facilities, Maintenance and Operations

Under the direction of the Director of Facilities, Maintenance, and Operations, plans, organizes, and manages the evening operations of the District’s maintenance, grounds, and custodial services. The Manager provides technical leadership and administrative oversight for the swing shift (1:00 PM – 9:30 PM), ensuring that District facilities are maintained in a safe, clean, and functional condition. This position serves as a technical expert and "working manager," performing journey-level repairs alongside staff when necessary and certifying the quality of all evening work. This is a non-bargaining, classified management position.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

Technical Operations & Lead Maintenance: Performs and provides technical direction for complex, journey-level maintenance tasks in plumbing, electrical, HVAC, carpentry, and painting; diagnoses equipment malfunctions and determines the most cost-effective method of repair. Personnel Management: Plans, schedules, and supervises the work of evening maintenance and custodial personnel; conducts formal performance evaluations; provides training in trade-specific skills and safety protocols; manages shift coverage and coordinates substitute staff. Shift Supervision: Directs the daily activities of the 1:00 PM – 9:30 PM shift to ensure all school sites are "school-ready" by the following morning; conducts frequent site inspections to verify standards of cleanliness and repair. Work Order Administration: Receives, prioritizes, and assigns work orders; utilizes the District’s computerized maintenance management system (CMMS) to track progress and labor hours; inspects completed work to ensure compliance with building codes and District standards. Facility Security: Serves as the primary management liaison for evening security; oversees campus lock-up procedures; coordinates with law enforcement and alarm companies regarding after-hours incidents or vandalism. Civic Center & Community Use: Coordinates with site administrators and the Director to manage evening facility rentals; ensures community groups follow District policies and that facilities are restored for student use. Safety & Compliance: Ensures all evening work complies with Cal/OSHA, EPA, and ADA regulations; conducts regular safety meetings and equipment inspections; maintains records of hazardous material disposal (AHERA). Budget & Procurement: Estimates labor and material costs for maintenance projects; monitors the evening operational budget; orders and maintains an inventory of supplies, tools, and equipment. Emergency Response: Acts as the management-level first responder for evening facility emergencies such as fire alarms, water leaks, or power outages. QUALIFICATIONS / REQUIREMENTS

Knowledge of: Modern methods, materials, and tools used in the building trades (Electrical, HVAC, Plumbing, Carpentry, Painting). Principles of supervision, training, and performance evaluation. Safety regulations and practices, including Cal/OSHA and the Healthy Schools Act. Building codes and requirements for public school facilities (Title 24). Proper use and maintenance of industrial custodial and maintenance equipment. Ability to: Direct, supervise, and evaluate the performance of assigned personnel. Perform journey-level maintenance and repair work in multiple trades. Read and interpret blueprints, diagrams, and technical manuals. Communicate effectively both orally and in writing with staff, administrators, and the public. Work independently with minimal supervision during evening hours. Analyze situations accurately and adopt an effective course of action during emergencies. Education and Experience: Any combination equivalent to: An Associate’s Degree in public administration, facility management, or a related technical field, and six (6) years of journey-level experience in the maintenance and construction trades, including at least three (3) years in a lead or supervisory capacity. Licenses and Certificates: Insurability by the District’s liability insurance carrier. Physical Ability: Hearing and speaking to exchange information; seeing to perform inspections and read technical documents; dexterity of hands and fingers to operate tools and equipment; standing and walking for extended periods; climbing ladders and working from heights; bending at the waist, kneeling, or crouching; lifting and carrying heavy objects up to 50 pounds (and up to 100 pounds with assistance). Exposure to high voltage and electrical shock; working around moving mechanical parts; exposure to fumes, dust, and odors; working in inclement weather; exposure to cleaning chemicals and biohazards.
