Brief Position Summary

Performs advanced (senior-level) project management work involving coordinating the planning and initiation of projects at various levels of completion; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, and other relevant parties. May assign duties and responsibilities and coordinate the work of project staff. Routinely work on projects that are highly complex, which may include large budgets, a large and complex scope, long-range time frames, and a high level of impact. May serve in lead role within the Design and Project Management branch and coordinate the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Essential Job Functions and Responsibilities

• Initiate multi-agency or enterprise-level projects, obtain authorization and commitment, and demonstrate business need and project feasibility.
• Develop and implement plans to communicate project methodology and processes to interested groups and team members.
• Create documentation procedures to capture and manage changes in original project plan.
• Manage, develop, and oversee projects using accepted project management methodologies.
• Coordinate project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors.
• Monitor and manage project quality to ensure that project deliverables are acceptable and fulfill the terms of the project contract or specifications.
• Monitor and manage project schedule to ensure the project is completed on time.
• Monitor and manage project cost to ensure that the project is completed within budget.
• Create documentation procedures to capture and manage changes in original project plan; coordinate and respond to requests for changes from the original specifications.
• Develop, review, and recommend proposals and bids to management.
• Identify potential project risks and recommend strategies to mitigate or avoid them.
• Compile and distribute project information, project status reports, and project budget expenditures; provide regular updates to management, project teams, and others of project status and related issues.
• Plan and manage efficient project meetings to ensure alignment with all parties.
• Oversee multiple projects concurrently.
• Attend work regularly and observe approved work hours in accordance with agency state employee policies & procedures handbook. May be required to perform duty in support of national emergencies, disasters, and other missions, to include holidays and weekends.
• Perform related work as assigned.

Qualifications

Minimum Qualifications Education: Graduation from an accredited four-year college or university is required (substitution allowed). Preferred Education: Graduation from an accredited four-year college or university with major course work in engineering, construction management, architecture or a related field is preferred. Substitution: Additional years of experience working in construction project management may substitute for required education on a year-per-year basis up to four (4) years. Experience: Ten (10) years' experience in commercial construction management is required (substitution allowed). Experience using Microsoft Office (such as Outlook, Word, or Excel) is required. Substitution: A master's degree in engineering, construction management, architecture, or a related field may substitute for two (2) years of the required experience. Preferred Experience: Experience in ProjectMates project management software is preferred. Experience of state and federal purchasing or contracting procedures is preferred. Experience in military construction is preferred. Experience working in a military environment is preferred.

Registration, Certification or Licensure: Must possess or obtain one of the following credentials within the first year of employment: Certification as a Project Management Professional (PMP) by the Project Management Institute; OR Certified Construction Manager (CCM) by the Construction Management Association of America; OR A valid license issued by the Texas Board of Architectural Examiners; OR Registration as a Professional Engineer (PE) in the State of Texas. Occupational Safety and Health Administration (OSHA) 10-Hour Safety Certification is preferred at the time of hire, or it must be obtained within 120 days of employment.

Other Requirements: Background Investigation. Selected candidate must pass federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations.
