Storm Water Engineer

The Storm Water Engineer, under general supervision, performs professional and technical civil engineering work in the review of development plans and inspection for compliance with stormwater, floodplain, and land disturbing regulations. Work also involves responding to drainage complaints from citizens and informing the public about County policies and procedures related to stormwater and floodplain management and land disturbing activities. Employee must exercise tact and courtesy in contact with developers, consultants, contractors, property owners, the general public, and other county staff. Responsibilities Reviews development plans, hydrologic and hydraulic models, technical reports, regulations, master plans, etc. Inspects project sites for compliance with project specifications, schedules and/or applicable regulations. Reviews and comments on developer applications for final map approvals and bond estimates. Acts as the floodplain administrator for Union County, verifying that structures meet local and federal floodplain requirements, verifying that developments are built to minimize flood damage, and reporting activity to state and federal authorities. Analyzes feasible solutions to flooding, erosion, and water quality and quantity problems. Makes recommendations and provides technical assistance to county staff and the general public regarding stormwater and floodplain management. Coordinates with other professional and technical personnel in respect to land development plan review. Exercises initiative in developing work methods and makes decisions with a high degree of accountability. Evaluates citizen drainage complaints for issues that may constitute ordinance violations and makes recommendations to the zoning administrator for the issuance of violations as required. Supports county's efforts to comply with requirements of local, state, federal, and environmental agencies. Prepares and/or processes correspondence, technical reports, engineering drawings, etc. Reviews records, documents, charts, graphs, etc., such as stormwater management plans, contract proposals, computer models, citizen feedback, floodway/floodplain data, professional resources, NCDOT manuals, etc. Prepares and/or evaluates records, charts, graphs, etc., such as stormwater management plans and/or proposed regulations, computer modeling, summary reports and updates, citizen responses, educational material for the public, etc. Enters and retrieves computer data; uses the county GIS and other computer programs to support department functions. Prepares computer reports as needed. Refers to manuals, texts, drawings, documentation, etc., such as stormwater management plans, topographical maps, computer models, technology updates, floodway/floodplain data, NC Agency regulations and manuals. Operates a variety of equipment such as computers, printers, calculators, telephones, GIS tables, drafting equipment, engineering supplies, etc. Utilizes tools such as water flow meters, various gauges used in stormwater collection, etc. Makes recommendations and assists in the development of ordinance revisions for state and federal compliance, and/or in response to board, staff and citizens' requests. Stays abreast and keeps informed of the recent advances in engineering practices / construction methods / practices for stormwater control and floodplains; attends seminars, conferences, workshops, classes, lectures, etc., for information and professional development. Interacts and communicates with various groups and individuals such as the County Manager, Public Works Director, Planning Director, other county department heads and employees, city and town officials, State and Federal agencies, consultants, developers, contractors, and citizens using tact and courtesy. Performs other related duties as assigned. Minimum Qualifications Education and Experience: Bachelor’s Degree from an accredited university in Civil Engineering, and five (5) years of experience in professional civil engineering work with emphasis on stormwater management and design, including experience in the use of GIS applications and hydrologic/hydraulic analysis; or equivalent combination of education and experience. Licenses or Certifications: Must have a valid Driver's License and be able to maintain a safe driving history as defined by the Union County Vehicle Use Policy. Preferred Qualifications Education and Experience: Bachelor’s Degree from an accredited university in Civil Engineering, and five (5) years of experience in professional civil engineering work with emphasis on stormwater management and design, including experience in the use of GIS applications and hydrologic/hydraulic analysis; or equivalent combination of education and experience. Licenses or Certifications: Must have a valid Driver's License and be able to maintain a safe driving history as defined by the Union County Vehicle Use Policy. Registration as a North Carolina Professional Engineer preferred. Certified Floodplain Manager (CFM) preferred. Physical Demands Must be physically able to operate a motor vehicle and a variety of office machines including computers, calculators, copiers, facsimile machines, printers, etc. Tasks involve the ability to exert moderate, though not constant physical effort, typically involving some combination of walking, climbing and balancing, stooping, kneeling, crouching and crawling, and which involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).
