FRANKLIN COUNTY COMMUNITY BASED CORRECTIONAL FACILITY

The Franklin County Community Based Correctional Facility (CBCF) is a minimum security, American Correctional Association (ACA) accredited, residential prison diversion program for adult male offenders. The Franklin County CBCF is a 180-bed facility that houses adult male offenders (referred to as "residents") for a maximum of 180 days. The CBCF believes community safety is of upmost importance. Second is targeting residents' criminogenic needs via intense cognitive behavioral programming in an effort to reduce their likelihood of recidivating. POSITION SUMMARY:

Reporting to the Deputy Director, the Human Resources Officer at the Franklin County Community Based Correctional Facility is responsible for performing human resources functions of the facility. This position is responsible for continuous monitoring of compliance with federal, state, and local laws and regulations as well as policies and procedures approved and established by the Executive Director and approved by the Facility Governing Board (FGB). This position works with the CBCF Leadership Team to enforce approved policies and procedures. This position conducts portions of the onboarding process, oversees agency timekeeping, processes payroll, coordinates annual performance reviews, tracks and quality assures employee appeals and grievances, and assists management in identifying and resolving employee performance problems and employee relations matters. This position handles facility workers' compensation claims, unemployment claims, collects Equal Employment Opportunity Commission and other statistical information, and ensures proper maintenance of personnel and payroll records. This position ensures compliance with standards set by the Ohio Department of Rehabilitation and Correction (DRC), American Correctional Association (ACA), Fair Labor Standards Act (FLSA), Americans with Disabilities Act (ADA), and Prison Rape Elimination Act (PREA) as they relate to human resources. This position manages special projects and serves as a liaison with other agencies related to assigned areas of responsibility. This position serves as the Facility Governing Board Executive Assistant as well as one of the agency's Wellness Champions through the Franklin County Benefits department.


ESSENTIAL FUNCTIONS:

The Human Resources Officer manages payroll and timekeeping, employee records, leave and benefits, performance management, employee relations, and HR compliance. This position supports leadership with grievances, investigations, workers' compensation and unemployment matters, policy development, regulatory requirements, and administrative functions while maintaining accurate and confidential personnel records. The position also supports the facility's Wellness and Benefits Program and provides cross-coverage for the Professional Development Supervisor.

MINIMUM QUALIFICATIONS AND SKILLS:

Associate's degree in human resources or related field preferred. Two (2) years of human resources or related experience required. One (1) year of training and supervisory experience preferred. Ability to become LEADS certified to run criminal history, wants and warrants, and driving record reports. Strong written and oral communication skills required. Strong organizational skills required. Ability to exercise initiative and independent judgement within a team approach. Must be able to make sound, ethical decisions that support the agency's Vision, Mission, and Core Values. Proficient in Microsoft Office applications and ability to become proficient in other computer software programs.
