HEAVY CIVIL FOREMAN (NCDOT EXPERIENCE REQUIRED)

Position Summary
Rock Creek Grading, LLC is seeking a highly experienced Heavy Civil Foreman with extensive NCDOT construction experience to lead field operations on roadway, bridge, grading, drainage, utility, erosion control, and retaining wall projects throughout Western North Carolina.
This is not an entry-level leadership position. Candidates must have a proven track record of successfully managing crews, equipment, subcontractors, production schedules, and daily operations on NCDOT projects. The ideal candidate understands DOT specifications, inspection requirements, traffic control operations, erosion control measures, project documentation, and quality control requirements.
The Foreman will serve as the primary field leader responsible for ensuring work is completed safely, efficiently, and in compliance with project plans, specifications, permits, and contract requirements.
Required Qualifications
Minimum 7 years of heavy civil construction experience.
Minimum 3 years of experience as a Foreman, Lead Foreman, or Superintendent-level field leader.
NCDOT project experience is REQUIRED.
Demonstrated experience working directly with NCDOT Inspectors, Resident Engineers, Utility Coordinators, and Project Management staff.
Ability to read and interpret NCDOT plans, specifications, standards, special provisions, erosion control plans, traffic control plans, and construction schedules.
Strong knowledge of roadway construction, grading, drainage systems, utilities, erosion control, retaining walls, and bridge-related construction.
Experience leading and supervising heavy civil construction crews consisting of 3–6 employees while coordinating equipment operators, truck drivers, subcontractors, and material deliveries to maintain production and project schedules.
Experience managing heavy civil construction projects ranging from $500,000 to $5 million in contract value.
Valid driver's license with acceptable driving record.
Ability to pass pre-employment and random drug screening.
Preferred Qualifications
CDL License.
OSHA 30 Certification.
NCDOT Work Zone Traffic Control experience.
GPS machine control and grade control experience.
Survey layout and grade-checking experience.
Experience with temporary shoring systems, wire walls, soldier pile walls, retaining walls, and temporary structures.
Experience with bridge rehabilitation and bridge replacement projects.
Experience operating excavators, dozers, loaders, skid steers, compactors, and other heavy construction equipment.
Primary Responsibilities
Crew Leadership and Management
Lead and supervise laborers, operators, truck drivers, mechanics, and subcontractors.
Assign daily tasks and establish production goals.
Hold employees accountable for attendance, safety, productivity, and workmanship.
Train and mentor employees on company procedures and DOT requirements.
Conduct daily crew meetings and communicate project objectives.
Promote a positive and professional work environment while maintaining accountability.
Project Execution
Review plans, specifications, schedules, and work activities before construction begins.
Coordinate manpower, equipment, subcontractors, trucking, and material deliveries.
Identify potential issues before they impact production or project schedule.
Maintain project schedules and production targets.
Ensure all work is completed according to contract documents and approved submittals.
Coordinate inspections, testing, utility conflicts, and owner requirements.
Assist Project Managers and Superintendents with planning and execution of work.
NCDOT Compliance
Maintain compliance with all NCDOT specifications, standards, and contract requirements.
Coordinate daily with NCDOT inspectors and Resident Engineers.
Ensure erosion control measures are installed and maintained properly.
Verify proper installation of drainage structures, culverts, storm systems, roadway sections, guardrail, retaining walls, and bridge-related items.
Ensure materials meet project requirements and approved certifications.
Assist with quantity tracking and pay item documentation.
Maintain awareness of project permits and environmental requirements.
Safety Responsibilities
Conduct daily safety meetings and toolbox talks.
Enforce company safety policies and OSHA requirements.
Ensure all employees utilize required PPE.
Monitor work zones for safe operations and traffic control compliance.
Immediately address unsafe conditions or behaviors.
Participate in incident investigations and corrective actions when necessary.
Documentation and Reporting
Complete accurate daily reports and project documentation.
Verify employee timecards and equipment hours daily.
Track production quantities and completed work.
Document weather delays, site conditions, inspections, and deliveries.
Maintain records necessary for project management and owner reporting.
Communicate project progress, concerns, and upcoming needs to management.
Equipment and Asset Management
Coordinate utilization of company equipment and resources.
Ensure equipment inspections are completed and documented.
Monitor equipment performance and report maintenance needs immediately.
Maintain company trucks, trailers, tools, and assets in a professional condition.
Minimize downtime through proper planning and communication.
Skills Required

Physical Requirements
Ability to work outdoors in all weather conditions.
Ability to walk active construction sites and uneven terrain.
Ability to stand, bend, climb, and lift up to 50 pounds.
Ability to work overtime, weekends, and extended shifts when required to meet project schedules.
