MINIMUM QUALIFICATIONS REQUIRED: High School Diploma or GED Certificate.Bachelor 's Degree in Safety, Organizational Learning & Development, Human Resources or related field.10 years of safety and adult education experience in public utility or construction related industry.5 years of experience in a supervisory capacity.OSHA 1910 and 1926 30-Hour certification.Instructor certification or equivalent.Certified Safety Professional (CSP) preferred.Valid Driver's License required (subject to motor record review). JOB RESPONSIBILITIES AND PERFORMANCE OBJECTIVES:Improves staff effectiveness by counseling, training and recommending corrective action for employees; planning, delegating, monitoring, and appraising job tasks and results in a timely manner.Oversees the supervision of personnel, which includes work allocation, time approval, hiring, training, orientation, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.Develops measurable performance expectations for assigned staff according to department goals and objectives.Establishes, implements and communicates goals, objectives, policies and procedures in accordance with strategic plan and applicable laws, regulations, ordinances and regulatory agencies.Hosts regular staff meetings to ensure communication between personnel and program related activities.Achieves financial objectives by preparing and administering annual budget; presenting and justifying budget recommendations to appropriate personnel.Manages the development and maintenance of safety policies, procedures, and plans; collaborate with internal and external stakeholders on related roles, responsibilities, training and required updates.Ensures compliance with all Federal, State, Tribal and local regulations and standards involving safety, environmental management, chemical control, and industrial hygiene.Maintains the Emergency Response Plan (ERP); coordinates with internal and external stakeholders on roles, responsibilities, training, exercises, drills and required updates.Oversees the administration of safety-related public information programs; advises management of program effectiveness; collaborates with internal and external agents on program changes and annual updates.Assesses and analyze all work performance activities for the purpose of continually improving in any area. Ensures systems are in place which guarantees safe work activities are completed.Assists the Safety, Training and Regulatory Compliance Manager on tasks and duties as assigned. Ensures compliance with all regulatory requirements in all areas at all times. Adhere to established quality, service delivery, customer service, and customer demand expectations. Adhere to all audit, and legal regulations/laws and practices.Generates accurate and timely safety reports; analyzes data to identify root causes and patterned hazards, injuries, illnesses; advises management on recommended courses of action to reduce or eliminate hazards, injuries, illnesses and property damage incidents.Oversees and guides the design, implementation, and measurement of employee training programs intended to enhance the skills, knowledge and abilities of the NTUA workforce.Develops and organizes training books, manuals, multimedia visual aids, and other educational materials.Evaluates effectiveness of training programs and instructor performance to implement modifications and improvements. Measure the effectiveness of transfer of skills and make recommendations for enhancement.Coordinates the administration of NTUA education programs including the Scholarship Program, Education Assistance Program, and the Apprenticeship Program; reports program metrics to management annually or as directed.Incorporates the NTUA Vision, Mission, Values, and Goals in annual program initiatives to support consistent internal safety & employee development services company-wide.Maintains professional knowledge of safety regulations and employee development best practices; acts as a subject matter expert for management on safety and employee development requirements.Advocates and models safe, ethical behaviors.Performs other duties as assigned.Navajo Preference Navajo Veteran PreferenceThis institution is an equal opportunity provider and employer.
