City Research Scientist – 21744 Mission and Scope The Bureau of Mental Health (BMH) is tasked with improving mental health and wellness for New York City residents. We work to eliminate racial and other societal disparities by offering services, resources, and opportunities grounded in accurate, data‑driven information. BMH contracts for supportive housing, crisis intervention, mental health treatment, care coordination, and psychiatric rehabilitation services. We operate the city’s court‑mandated Assisted Outpatient Treatment (AOT) program, Single Point of Access (SPOA) mobile treatment, and the NYC Supportive Transition and Recovery Team (NYCSTART) for young adults with first episode psychosis. Additionally, we evaluate mental health services, conduct population‑level surveys, and analyze behavioral health care system data to identify gaps and inform advocacy and policy. Responsibilities Plan, develop, and implement population‑level mental health surveillance and research, including adult surveillance systems in NYC such as syndromic ER visit data, suicide deaths, psychiatric hospitalizations, calls to NYC 9‑88, and 911. Design, conduct, and interpret analyses of administrative datasets and survey data (e.g., SPARCS psychiatric data, Vital Statistics suicide death data, epidemiologic investigations) to evaluate prevalence, patterns, trends, and social determinants of mental health outcomes and service utilization. Participate in investigations of surveillance clusters or signals following established protocols. Identify and implement new surveillance data sources and methodologies. Ensure surveillance indicators are measurable, standardized, and support demographic disaggregation to monitor disparities among historically marginalized populations. Leverage surveillance and program data to support planning and resource allocation for mental health programs. Monitor surveillance systems for data quality issues, anomalies, and outliers; investigate discrepancies and apply corrective actions. Pre‑process, cleanse, and prepare data for analysis using SAS and/or R; assist in data management, review data quality, and document decisions. Respond rapidly and accurately to internal and external data requests. Create graphics, tables, slides, and dashboards; present and interpret findings verbally, in writing, and graphically to stakeholders. Assist in writing technical and research publications based on analyses. Conduct literature reviews to inform research questions, analysis design, and outcome measures. Collaborate with other research, surveillance, and evaluation staff. Perform special projects and other duties as assigned. Incorporate an equity lens throughout all aspects of work. Preferred Skills Strong analytic and statistical skills using SAS and R. Ability to design and produce dashboards, reports, and maps with Tableau, Microsoft Power BI, and GIS tools. For Assignment Level I (physical, biological, and environmental sciences and public health): a master’s degree from an accredited institution with a specialization in an appropriate field of physical, biological, or environmental science or public health. 2. For Assignment Level II and above: a) A doctorate with specialization in an appropriate field and one year of full‑time experience in a responsible supervisory, administrative, or research capacity; or b) A master’s with specialization and three years of responsible full‑time research experience; or c) Equivalent education and experience. All candidates must have at least a master’s degree and at least two years of the experience described above. Two years as a City Research Scientist Level I can substitute for the experience required in 1 and 2. All appointments are subject to a minimum probationary period of one year. Residency Requirement New York City residency is generally required within 90 days of appointment. City employees in certain titles who have worked for the City for two continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
