Criminalist Supervisor (Quality Assurance Specialist)

Job Description and Duties

Under the direction of the Bureau Quality Assurance Manager (Criminalist Manager), the Quality Assurance Specialist (Criminalist Supervisor - Specialist) performs the duties of Laboratory Quality Manager for the Bureau of Forensic Services Toxicology Laboratory. The incumbent is responsible for the quality assurance program at a laboratory level and ensures maintenance of accreditation to ISO/IEC 17025 and ANAB AR 3125 standards. The Quality Assurance Specialist will be involved with a continuous audit of compliance to the laboratory’s management system as well as to accreditation standards. Additionally, the Quality Assurance Specialist will be responsible for the root cause analysis of potential nonconformities, measurement traceability (calibrations) and uncertainty, the proficiency testing program, participating in internal audits, audit trails, case review, and other complex quality assurance related duties.

Special Requirements

• The position(s) requires incumbents pass a Background Investigation prior to being hired. The Background Investigation may include Criminal Background and a review of any governmental records.
• The position(s) requires incumbents pass a Drug Screening Test. You will be required to take and pass the drug screening test prior to being hired.
• The position(s) requires incumbents pass a Medical Evaluation. You will be required to submit to a Medical Evaluation and receive clearance prior to being hired.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Knowledge of: ISO/IEC 17025 standards and ANAB Forensic Testing accreditation requirements (AR 3125);  BFS Quality Management System Policies and Procedures; Corrective action procedures and root cause analysis; Internal audits and the principles of auditing; Risk assessment techniques; Measurement traceability and measurement uncertainty; Scientific techniques, equipment, and instrumentation used for toxicology analysis.

Ability to:   Lead and participate in an internal audit; Accurately interpret accreditation requirements; Manage complex quality assurance related projects; Impartially evaluate potential issues and take effective action when needed, to include conducting a thorough analysis of forensic testing errors to determine the root cause and to develop appropriate corrective actions; Review certificates of calibration and reference material to ensure traceability and that it meets laboratory requirements; Review measurement assurance data to evaluate current measurement uncertainty or to calculate new measurement uncertainty; Analyze different types of data for improvement or to detect trends; Communicate and collaborate with Staff; Think critically and creatively to resolve conflicts and solve problems; Present quality assurance information to Staff in an effective manner; Exercise a high degree of initiative, confidentiality, independence, good judgement, and flexibility while performing their job duties; Adjust to changing priorities; Work well under pressure.
