HR Investigator

Starting Date: Jul 1, 2026 Job Description (Pending Budget Approval) JOB GOAL To direct, conduct, and coordinate personnel and Civil Rights investigations, including but not limited to Titles VI, VII, and IX, across the district. This ensures a safe, compliant, and equitable working environment that adheres to state and federal policies while effectively engaging staff. QUALIFICATIONS Holds, at a minimum, a bachelor's degree in human resources, education, law, criminal justice, or a related field (Master's or J.D. preferred); has documented experience in conducting investigations, resolving complaints, or implementing HR and Civil Rights compliance programs; maintains current certification or training in Civil Rights compliance; has strong written, verbal, presentation, and interpersonal skills; and meets health and physical requirements. REPORTS TO Deputy Director of Human Resources FLSA STATUS Exempt SCHEDULE 260 Day ESSENTIAL FUNCTIONS Facilitates and coordinates the district's response to and investigation of employee HR and Civil Rights complaints as mandated by federal law, state law, and board policy. Serves as an active member of the human resources leadership team. Conducts prompt, thorough, and impartial investigations into allegations of employee misconduct, sex-based discrimination, sexual harassment, and Civil Rights violations. Gathers evidence, conducts site visits, and interviews complainants, respondents, and witnesses, weighing the credibility of all individuals interviewed to determine the facts. Develops and maintains a systematic process for tracking, analyzing, and reporting on patterns and trends related to employee HR and Civil Rights complaints. Organizes activities and collaborates with law enforcement or community professionals when incidents require external reporting, safety planning, or early intervention. Provides supportive measures (e.g., workplace accommodations or counseling referrals) and ensures equal access to employment programs for employees impacted by discrimination or harassment. Develops and delivers prevention, education, and training programs regarding Civil Rights, sexual harassment, and workplace conduct for district staff. Observes staff to detect signs of misconduct or policy violations; maintains mandatory reporting obligations to proper authorities for any reasonable suspicion that a student's health or welfare has been harmed as a result of abuse or neglect. Attends and participates in legal proceedings, hearings, and depositions on behalf of the district as needed. Prepares comprehensive, detailed investigative reports and delivers them to the designated decision-maker or Deputy Director so a determination can be made based on a preponderance of the evidence. Monitors and stays up to date on evolving civil rights legislation, relevant court cases, and other changes in state and federal laws to ensure district policies and practices remain compliant. Represents the school and the community in a positive manner. Attends work regularly and on time. This job requires on-site attendance, including face-to-face interaction at the worksite, and coordination with other employees. The work also includes immediate access to documents or information located only in the workplace. Participates in professional meetings, educational conferences, and annual Civil Rights training workshops to maintain compliance. Complies with board policies, school rules, and administrative regulations; and Performs other work-related duties as assigned. Verbal: The ability to understand meanings of words and the ideas associated with them. Numerical: The ability to perform arithmetic operations quickly and accurately. Data Perception: The ability to understand and interpret information presented in the forms of graphs, charts, or tables. Spatial: The ability to comprehend forms in space and understand relationships of plane and solid objects. Manual Dexterity: The ability to move the hands easily and manipulate small objects with the fingers rapidly and accurately. Color Discrimination: The ability to perceive or to recognize similarities or differences in colors or shades or other values of the same color. PHYSICAL DEMANDS This job may require lifting or carrying of objects that exceed fifty (50) pounds, with frequent lifting and/or carrying of objects weighing up to twenty-five (25) pounds. Other physical demands that may be required are as follows: pushing and/or pulling, stooping and/or kneeling, reaching, talking, hearing, and seeing. WORK CONDITIONS Normal working environment.
