About the Work Unit

The Access Permit Unit in Traffic and Safety exists to preserve and improve the functional integrity of the highway system, to protect the public health, safety and welfare. This is accomplished by maintaining smooth traffic flow, issuance of all necessary permits, region-wide planning, administration, management, monitoring and enforcement of federal guidelines, state statutes, and state rules and regulations.

About the Position

This position will Assist in administering the Colorado Department of Transportation's access management program in R-3 in accordance with section 43-2-147 of the Colorado Revised Statutes and the State highway Access Code (SHAC). This position assists in reviewing requests for access and analyzes proposals for conformance with regulations and standards using sound engineering, safety, and planning principles. This position also reviews access permit applications, writes permits, and assists the Outdoor Advertising Manager with the Roadside Advertising program as it applies to the CO Advertising Act and Federal Regulations.

Your duties and responsibilities will include, but are not limited to, the following:

• Assist in writing permit terms and conditions for the issuance of Highway access permits upon evaluation and collaboration with staff and legal counsel.
• The position must learn to work with local CDOT staff to determine if projects meet CDOT standards and policies for permits; then communicate the permit terms and conditions to the permittee.
• Become familiar with SHAC, access permits, state statutes, and other rules, policies, and guidelines related to state highway access.
• Periodically traveling throughout the region to conduct outdoor advertising and access inspections.
• Learn to accept and review access permit applications for completeness to meet application compliance and determine if a permit should be issued.
• Assist with consulting and collaborating with CDOT professional and technical work units (including, but not limited to: Right-Of-Way, environmental, roadway design, traffic, maintenance, construction, and materials sections) in order to tailor access location and design features to meet site specific conditions.
• Learn to review and analyze applications for Roadside Advertising and Tourist Oriented Directional Signing, and assist CDOT HQ with issuing permits.
• Learn to interpret state statutes, rules and regulations pertaining to Roadside Advertising, and Official Signing Programs to determine compliance, approval, denial, revocation or other legal or administrative action.
• Learn to be a Region authority in access management and roadside advertising possessing a unique level of expertise in the field and profession.
• Other job duties as assigned.

Work Environment

• Your schedule will primarily be 8:00 am 5:00 pm work hours, Monday-Friday, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met.
• Approximately 10% spent in the field, 90% spent in the office
• Travel required during work hours throughout Western Colorado and occasionally throughout the state.
• Occasional overnight travel 5-7 times a year throughout Colorado
• Required to operate CDOT vehicles

Minimum Qualifications

• Five (5) years of relevant experience in Engineering, Public Administration, Transportation Planning, or another occupation related to the work assigned to this position

OR

• A combination of related education and/or relevant experience in Engineering, Public Administration, Transportation Planning or another occupation related to the work assigned equal to five (5) years

• Education from an accredited college or university with coursework in Engineering, Public Administration, Transportation Planning, or another field of study related to the duties of this position will be considered.
• Experience (with a primary focus on) in Engineering, Public Administration, or Transportation Planning will be considered.
