Duties

Help

The primary purpose of this position is: To serve as one of the Key staff officers for the 437th Airlift Wing (437 AW) and 437th Operations Group (437 OG) on matters pertaining to Combat Tactics and Aircraft Weapons Systems. Position is responsible for applying the doctrine, tactics, techniques, and procedures developed at HQ Air Mobility Command (AMC) and elsewhere to subordinate units within 437 AW and 315th Airlift Wing (315 AW), primarily, but not exclusively, to the flying squadrons.

Duties

  1. Oversees and maintains the Eastern US regional portion of the DoD Drop Zone and Landing Zone (DZ/LZ) Zone Availability Report (ZAR) database
  2. Expert for all Joint Airborne/Air Transportability Training (JA/ATT) "purchases," coordination and mission scheduling for the 437th and 315th Airlift Wings
  3. Serves as the 437th Airlift Wing's primary Electronic Control Officer (ECO), Cyber Warfare SME and Mobility Datalink Manager
  4. Directs the review, edit, input verification and production of computer airlift schedules and mission changes.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Must be able to obtain and maintain the appropriate security clearance. Individual must also be able to obtain a SIPR token and acquire access to SIPR Magellan Scheduling System.
  • May occasionally be required to work other than normal duty hours. And/or Shift work may be required which may include overtime and/or irregular hours
  • The employee performs other related duties as assigned.
  • United States Air Force Weapons School, Combat Aircrew Tactics Studies/Mobility Electronic Combat Officer Course (CATS/MECOC), Combat Aircrew Tactics Studies (CATS), Mobility Electronic Combat Officer Course (cont'd)
  • (MECOC), Mobility Datalink Manage Course (MDLC), and/or Cyber for Aviation Course graduation is highly desired.
  • Periodic attendance at Air Mobility Tactics Analysis Team conference, Air Force Tactics, Techniques and Procedures 3-3/1 Rewrite conferences, Tactics Reviews, airdrop malfunction and off-Drop Zone investigation or other TDYs may be required.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal (cont'd)
  • drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office (cont'd)
  • to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
  • Secret Security Clearance required

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program Series, 0301.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes includes knowledge of a wide range of weapons and tactics concepts, principles, and methodologies applicable to major DoD, agency, organization, Major Command, Wing, and Operations Group objectives, mission areas, and programs; knowledge of organizational goals and objectives, sequencing and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments.

EDUCATION:
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts

OR

COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of aircraft defensive, airdrop and threat avoidance systems, with emphasis on C-17A Aerial Delivery Systems and their applications in a tactical environment sufficient to ensure maximum aircraft/aircrew survivability in times of peace or war.

2. Knowledge of the unit's mission requirements, tactical airlift/airdrop procedures, combat maneuvers, threat detection and avoidance, use of night vision devices, landing and departing in mountainous terrain, combat assault landings and aerial delivery of personnel/cargo through various means to the degree required to instruct others in those items.

3. Skill in effectively communicating both orally and in writing with Senior Executives, commanders, and other staff members.

4. Skill in using a personal computer to communicate using electronic mail and a variety of software including Portable Flight Planning System (PFPS) and Microsoft Office (Word, PowerPoint, Excel, Access and Outlook) to produce reports and briefings.

5. Ability to make instant decisions and recommend courses of action under high stress conditions associated with emergency situation, such as combat or contingency operations, airdrop malfunctions and off-drop zone airdrop investigations.

6. Ability to work with intelligence analysts and other personnel to develop or analyze realistic/challenging tactical training, exercise or real-world contingency mission plans and recommend valid solutions for improvement to those plans to increase aircraft/aircrew survivability.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
