Position TxDOT’s Rail Division announces the opening of a Rail Grade Crossing Project Manager based in the Texas Metro area (Austin, Dallas, Ft. Worth, Houston, San Antonio). The role focuses on reducing the number and severity of highway accidents by managing rail signaling and grade crossing Federal Section 130 projects. Location Stassney HQ – 6230 East Stassney Lane, Austin, 78744 (primary). Other locations include San Antonio, Dallas, Fort Worth, Houston. Provide advanced technical expertise for Rail Highway Safety projects from initiation through final completion. Prioritize, schedule, and manage multiple Rail Highway Safety projects across the full project life cycle. Optimize critical paths to ensure timely delivery of Rail Highway Safety projects. Oversee design and delivery activities among TxDOT divisions, districts, consultants, and contractors. Assist with planning, administering, and monitoring Section 130 consulting contracts. Coordinate compilation of complete plan packages and submit documents to the engineer or architect for review and signature. Review draft railroad signal construction plans and railroad re‑planking plans for accuracy and compliance. Inspect railroad crossings to identify appropriate devices for installation or upgrade. Ensure compliance with device specifications, applicable safety laws, rules, and regulations, and the Texas Manual on Uniform Traffic Control Devices (TMUTCD). Maintain adherence to established railroad safety, design, and construction standards throughout project execution. Train staff and stakeholders and resolve technical issues related to Rail Highway Safety projects. Serve as a subject‑matter expert for technical problem‑solving and project coordination. Effectively communicate and negotiate with TxDOT districts/divisions and external entities, including railroads and consultants. Represent the Section at meetings, briefings, and coordination forums. Maintain accurate and detailed project records, primarily in electronic systems. Communicate effectively in written and verbal form. Write, review, and revise documents, including engineering notes, specifications, standards, and procedures. Maintain effective working relationships with internal and external stakeholders. Exercise persuasion and negotiation skills to resolve critical issues. Deliver training in classroom, office, and field environments. Perform other job responsibilities as assigned. Experience Minimum 5 years of experience in transportation design, construction, traffic operations, maintenance, or bridge inspection. Experience may be achieved through full‑time or prorated part‑time employment. Licenses and Certifications Valid driver’s license; required to drive a state vehicle. Preferred Qualifications Establishing plans and setting objectives and goals that support overall business strategy and results. Exercising logic and reasoning to define problems, establish facts, and draw valid conclusions; making decisions that support business objectives and goals. Using program and project planning, development, and management methodologies. Applying state and federal laws, rules, and regulations. Researching, analyzing, and interpreting policies and state and federal laws and regulations specific to the functional area. Knowledge of the Texas Manual on Uniform Traffic Control Devices (TMUTCD). Understanding of the Americans with Disabilities Act (ADA), including accessibility standards, modifications, and requirements. Applying analysis methodologies. Using inspection methods, procedures, and techniques. Preparing, reviewing, and processing plans, specifications, and estimates to ensure compliance. Reading and interpreting applicable plans, schematics, drawings, and maps. Interpreting engineering and technical information. Planning, coordinating, and handling multiple projects within the area of responsibility to meet short‑and long‑term deadlines. Analyzing and organizing business and technical data in support of project delivery. Contract development and oversight. Communicating effectively, both verbally and in writing. Maintaining effective working relationships with others. Persuasion and negotiation of critical issues. Writing, reviewing, and revising documents including engineering notes, specifications, standards, and procedures. Training staff or stakeholders in classroom, office, or field environments. Using computers and applicable programs, applications, and systems. Concepts, techniques, and tools used in planning, designing, and implementing database management systems and related technologies. Preparing and maintaining confidential and sensitive records, files, and reports. Maintaining a safe working environment. Physical Requirements and Working Conditions Subject to environmental conditions; protection from weather but not temperature changes. Subject to extreme cold and heat; below 32°C and/or above 100°F for more than one hour. Subject to noise. Subject to vibration. Subject to hazards such as moving vehicles, mechanical parts, high places/heat, or chemicals. Subject to atmospheric conditions – fumes, odors, dusts, mists, gases, poor ventilation. Subject to air and/or skin exposure to oils and other cutting fluids. Required to wear protective gear – respirator, hard hat, or other device. Sedentary work: lift up to 10 lbs at a time and occasionally carry files/small tools. Light work: lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs. Medium work: lift up to 50 lbs at a time and frequently lift or carry objects up to 25 lbs. Balancing – walking, standing, crouching on various surfaces without falling. Stooping – bending body downward and forward by bending spine at waist. Kneeling – bending legs at knee to come to a rest on knee(s). Crouching – bending body downward and forward by bending leg(s) and spine. Standing – prolonged periods of time. Walking – moving on foot to accomplish tasks: long distance/from one work site to another. Talking – expressing or exchanging ideas by spoken words. Hearing – perceiving sound at normal speaking levels; receive information by oral communication. Repetitive Motion – substantial movements of the wrists, hands, and/or fingers. Close Visual Acuity – work includes visual inspection of small defects/parts. Close Visual Acuity – using measurement devices; and/or assembly or fabrication parts. Visual Acuity – determine work quality/make general observations of facilities/structures. This job has been identified as physically demanding and will require a pre‑employment physical. Must pass a drug test prior to employment for safety impact positions. This is a Safety Impact position and will be subject to random drug testing. For Bridge Inspection: Must have completed a comprehensive training course based on the Bridge Inspector's Training Manual or NICET Level III or IV certification in Bridge Safety Inspection within one year of date of hire.
