Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Systems Specialist 3, G-23 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-21 and deemed eligible for transfer to Health Systems Specialist 3, G-23 under Section 70.1 of the NYS Civil Service Law. 70.1 source titles include Hospital Nursing Services Consultant, Principal Sanitarian, Standards Compliance Analyst2, Standards Compliance Analyst 2 (Developmental Disabilities).

Provisional Candidates: Current NYS Department of Health employee with one year permanent or contingent-permanent, competitive status as Community Nursing Services Consultant(Home Health Services), Fire and Safety Representative, HealthCare Surveyor 2 (Nursing), Health Systems Specialist 1, Health Systems Specialist 1 (Emergency Medical Care), Health Systems Specialist 1 (Funeral Directing), Health Systems Specialist 2(Physical Therapy), Health Systems Specialist 2 (Nutrition),Health Systems Specialist 2 (Social Work), Hospital Nursing Services Consultant, Regional Medical Care Administrator, Senior Nutrition Services Consultant, or Senior Sanitarian.

Preferred Qualifications: Knowledge of adult care facility regulations, including an ability to apply the tenets of the federal Home and Community Based Settings Final Rule; strong ability to work independently; excellent organization, interpersonal, and communication skills; and ability to interpret regulations and policies, and produce quality guidance documents for all audiences.

Duties Description The incumbent will: Finalize review of facility-submitted closure plans, policies, and corrective action to ensure regulatory compliance; Analyze survey data and review survey reports and Chair/Co-Chair the Division's Quality Assurance Committee to develop improved procedures and quality improvement training opportunities for surveyors statewide; Manage the enforcement process, including identifying prospective referrals consistent with social services law, regulation, and policy; finalizing enforcement referrals; and ensuring current and constant record retention; Manage the Division's policies and procedures and Operations Manual, governing all aspects of Division operation, ensuring consistency, quality improvement, and maintaining the accessible documentation for all staff; Supervise lower level staff to assist with these activities; Develop and implement programmatic policies, procedures and guidelines; Implement tracking systems to monitor operations and assist the Bureau Director in strengthening internal controls where needed; Establish program goals and objectives, facilitate performance metrics and deliver evaluations to assist in staff development and growth; Develop, maintain, and promote internal controls for surveillance operations; In conjunction with the Division and Bureau Directors, and regional office teams, evaluate facility-developed disaster and emergency preparedness plans for consistency and appropriateness, and develop a centralized database to retain material and allow for easy reference during an emergency; Develop protocols and other measures to ensure compliance with the federal Home and Community Based Settings final rule and associated State regulations; Make presentations to providers, provider associations, resident advocates, the Long Term Care Ombudsman Program, and other stakeholders to educate them on survey policies and practices; and other duties as assigned.

Additional Comments This position may require travel, including to locations that may not be serviced by public transportation.
