Business Solution Analyst

E-logic is seeking a highly seasoned, meticulously organized Business Solution Analyst (BSA) - Technical Execution to join our team in supporting an essential public safety mission for the California Department of General Services (DGS) / Office of Energy Infrastructure Safety (Energy Safety) . This is a long-term, 24-month contract engagement located in West Sacramento, CA. Responsibilities Elicit, audit, map, and structurally optimize complex state level operational process workflows into modern, clear technical specifications. Translate regulatory framework targets into agile epics, user stories, clear acceptance criteria, and technical architecture backlogs. Conduct extensive data analysis and systemic logic audits to aid metrics tracking, compliance enforcement, and safety governance protocols. Ensure all systems deployments, enterprise modifications, and software engineering paths tightly conform to California State Information Technology policies and departmental mandates. Facilitate and drive specialized public sector sprint ceremonies, capacity mapping, and backlog hygiene metrics tailored to state oversight models. Manage expectations transparently across diverse technical development cells and State agency executive cadres. Requirements & qualifications Minimum of ten (10) consecutive years of verifiable professional experience operating cleanly as a Business Solution Analyst. Verifiable, direct project experience working within California State agencies or other prominent Government entities in California is strictly mandatory . Must exhibit a totally continuous professional progression timeline with no career gaps across the required baseline experience framework. Proven, practical mastery of running Agile methodologies specifically implemented within State of California departments is strictly mandatory . Preferred but not required: Active certifications such as PMI-PBA, CBAP, CSM, CSPO, or SAFe utilized within public infrastructure settings.
