Division: Program Eligibility and Social Services (PESS) Working Title: Benefits Eligibility Advisor Direct Supervisor: Program Eligibility and Social Services (PESS) Director This part-time position performs moderate (journey-level) eligibility and case management workunder the National Council on Aging (NCOA) through the Benefits Enrollment Center (BEC) model. Work involves clerical, eligibility determination, and general administrative support within the program. This position will be responsible for responding to inquiries regarding SNAP, SSI/SSDI, Medicaid, Medicare Part D and/or Low-Income Subsidy, (LIS), and the Medicare Savings Program (MSP). Works under general supervision with limited latitude for the use of initiative and independent judgment. This is a grant-funded position with an end date of July 31, 2028. Continuation of employment beyond this date is not guaranteed. Data Analytics/Assessment Assist with screenings, client outreach, recertifications, appointment support, event staffing, and data entry. Enters client demographic information to database and software systems with accuracy and completeness, including but not limited to Indigent Healthcare System (IHS), State of Texas portals, and the Cumulus platform. Adheres to HIPAA laws as they pertain to PHI and release of client information and data. Reports abuse or neglect of children or adults in accordance with related policies and procedures. Policy Development/Program Planning Connects individuals to programs and services within the PESS Division, to internal WCCHD divisions, and to community partner programs and agencies. Contributes to the determination of priority services and organizational initiatives to align with community health needs. Communication and Cultural Competency Responds to client inquiries and actively listens to their needs, questions, and information that will assist with timely and effective processing and/or referrals for services. Make appropriate and timely appointments for clients based upon processing times, scheduling needs, and per client request. Explains external resources by providing a thorough review of the resource, what is needed, who to contact, and additional guidance to assist client in successfully attaining the resource. Facilitates translation services for non-English speaking clients. Conducts follow-up calls and appointments with clients to monitor progress in attaining services and to provide additional support as needed. Health Equity/Community Partnership Will participate in a minimum of two (2) outreach activities each quarter including, but not limited to, collaborative meetings, network events, community events, information sessions, and general attendance at local food pantries and charitable clinics. Adhere to Texas’s No Wrong Door framework in which warm hand-offs, short- and long-term support, client advocacy, and follow through are fundamental for the reduction of barriers. Provides referrals to behavioral health services for crisis, trauma, and mental health needs. Other In the events of a public health emergency, employees may be called upon to support WCCHD’s response in ways that are outside the usual scope of their job responsibilities. This may involve working hours that are outside the employee’s usual work hours. Employees will not be required to perform duties that are outside of their competence or professional licensure. High School diploma required Minimum of 1 year experience in social work, public health, or related social services field preferred Bilingual (Spanish/English) preferred Certified Community Health Worker (CHS) preferred or willingness to obtain. CPR certified or willingness to obtain. Valid Texas driver’s license and access to reliable transportation to all assigned work locations. Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed without posing a direct threat to health or safety of themselves or others. Knowledge of public health essential services Knowledge of local social service and resource agencies Knowledge of office and administrative procedures Skill in using a computer, including but not limited to Microsoft Office Professional Ability to work in a collaborative manner Ability to engage in outreach activities, workgroups, and external agency collaborations Ability to communicate with clients from diverse backgrounds Ability to organize time case work, administrative needs, and walk-in clients Ability to maintain current driver’s license, auto liability insurance, and reliable transportation Environmental Factors: Works mostly in a well-lighted, air-conditioned office. May work in various WCCHD offices around the county and in a variety of community locations. Occasional work activities may be outdoors and therefore; employee will be exposed to heat and cold. May have extensive contact with public. May have contact with persons who may be infected with contagious diseases. Certain immunizations and/or TB skin tests may be required. Non-tobacco workplace. Direct Supervisor of: 0 FLSA Status: Non-Exempt Location and Hours: 355 Texas Avenue Round Rock, Tx 78664; This part-time position is scheduled for 25 hours per week. Operational business hours are Monday - Friday, 8:00 AM to 5:00 PM. At least one full business day per week is required in the office, with the remaining hours to be established through an agreed-upon work schedule. This position is not eligible for telework. This position may be subject to travel. Work may require occasional early morning, evening, weekend, and/or holiday hours. Extended hours may be required in the event of a public health emergency.
