Developmental Disabilities Program Manager (Program Manager I)

Job Summary This position is responsible for the planning, funding, and management of the complex system of local services for children and adults with developmental disabilities in Clark County. Services are based on consumer requests/needs, community needs, and state/federal and local requirements. The position develops and manages program budgets, prepares comprehensive community plans, supervises staff, and ensures there is staff support to the local county advisory board. The role builds capacity within the local community through partnerships with business, education, service providers, neighborhoods, and others to ensure people with developmental disabilities and their families have opportunities for formal and informal support. There is significant work with the business community to expand supported employment opportunities. The work with local school districts aims to collaborate in funding services for children birth to three and coordinate students transitioning to adulthood after school eligibility. The position supports county and department diversity, equity, and inclusion efforts and conducts outreach to inform all people of developmental disabilities services, with a focus on increasing access to services for diverse and underrepresented communities. The primary role is supervising employees involved in delivering legally mandated services, including providing information and education opportunities to families, consumers, the general community, education faculty, and the business community. It also collaborates with department staff to negotiate state/county contracts, supervises staff who develop local provider contracts, and develops grants to meet community needs. Analyzing and interpreting public policy is a frequent function, as is contact with policy makers such as local and state elected officials. The position also supervises staff in billing, data management, evaluation, and monitoring of programs and development of new programs and services to meet changing needs. It is responsible for implementing and interpreting any new state, local, and federal initiatives. The Program Manager reports to the Department Director or assigned designee. Key Responsibilities Plan, organize, and determine the program mission, core services, and allocation of financial resources, including the preparation of a comprehensive community plan and short- and long-term goals. Supervise, coach, and mentor staff; complete annual performance evaluations; manage corrective and disciplinary actions; recruit, hire, and onboard employees; be knowledgeable of the collective bargaining agreement for represented staff. Follow county and departmental policies, procedures, and management directives. Lead the development, interpretation, and implementation of state, federal, and local policies and practices related to developmental disabilities; provide information to staff, department and county management, elected officials, and the public on requirements and standards. Manage the program budget, monitor revenues and expenditures, develop or improve funding mechanisms, and ensure compliance with state, federal, and local contractual requirements. Prepare timely reports on program performance, needs, services information, and demographic data; contribute to and ensure evaluation of program performance; monitor subcontractor performance and effectiveness. Foster collaboration with education, business, and public sector partners; develop policies and programs for community education and public information that meet contract intent and encourage wide community participation. Coordinate and review the program unit’s work plan; assign work activities, monitor workflow, and review products; support the local Developmental Disabilities Advisory Board. Develop and implement new programs and services aligned with contract requirements; negotiate state contracts and local service provider contracts; partner with community stakeholders to develop additional resources for Clark County residents. Develop positive working relationships with direct reports, peers, management, other departments, education, business, families, state agencies, other counties, customers, and funders to advance program goals. Build relationships with diverse community-based organizations to improve outreach and access to services for diverse populations. Represent the county on associations, statewide committees, work groups, and legislative hearings as assigned; develop and present information at local or state conferences and meetings as requested. Qualifications This position requires a bachelor’s degree in social science, public administration, psychology, social work, or a related field. A master’s degree in the same field is preferred. A minimum of five years of proven experience in the administration or delivery of services and budget management is required, along with a minimum of five years of supervision/management experience. Knowledge: Knowledge of human resource management, public sector organizations, project management, planning, budgeting, provider monitoring, contract compliance, and policy analysis. Experience supervising staff represented by collective bargaining units is preferred. Experience interpreting county, state, and federal laws and regulations related to developmental disabilities and evaluating policies, procedures, public information, and service delivery issues is highly desirable. Ability to work with diverse populations and increase outreach and access to services. Ability: Ability to plan, direct, and delegate program activities; assign work; delegate authority to implement policy directives; write reports; analyze problems; interpret policy, procedures, and regulations; oversee evaluation and monitoring of contractors; plan for future program activity; maintain effective working relationships with staff, peers, management, the public, other departments, contractors, and funders. Ability to clearly express ideas verbally and in writing; deliver professional public presentations; and develop staff for collaboration with an advisory board that informs policy and practice for the Board of County Commissioners. Other Requirements: Successful criminal background check as required by law. Additional Information Experience supervising staff and leading programs, initiatives, and stakeholder groups is necessary. Direct, coordinate, and review the unit’s work plan; develop staff to support the local advisory board. Salary: Grade M2.202; Salary Range: $7,117.00 – $9,963.00 per month.
