NOISE PROGRAM MANAGER

Maintenance Building 4320 Park Blvd Louisville, KY 40209, USA Maintenance Building 4320 Park Blvd Louisville, KY 40209, USA Under the direction and leadership of the Senior Vice President, Chief Experience Officer, the Noise Program Manager is responsible for managing the Louisville Regional Airport Authority’s FAA Part 150 Noise Compatibility Program (NCP), Noise Exposure Maps (NEMs), noise mitigation initiatives, data collection, and community outreach efforts. Responsible for ensuring all users of the Authority’s airports comply with established measures and procedures in the NCP and ensures the Authority is in compliance with all applicable federal, state and local laws . Major Duties and Responsibilities Community and Stakeholder Relations Serves as the Authority’s primary contact for aircraft noise concerns. Responds to noise complaints and comments from community members, identifying trends and recommending changes in programs, or assigns to staff as appropriate. Coordinates with the Public Relations Department for the development of program outreach and promotional activities for noise programs. Facilitates public meetings, workshops, and stakeholder meetings related to noise and coordinate program awareness as needed with neighborhood associations, elected officials and community organizations. Maintains awareness of politically sensitive and high‑impact issues related to aircraft noise. Coordinates efforts and conducts meetings with the Community Noise Forum (CNF) and ensures CNF member participation. Produces and distributes noise‑related public information materials. Distributes advance information to the community on changes in airport operations or other events affecting noise exposure. Program Administration Responsible for managing and updating all aspects of the Part 150 Noise Compatibility Program, including the development and implementation of NCP measures. Oversees the development and execution of the Authority’s noise abatement strategic objectives, key initiatives, and tactical plans, and airspace design, which may impact aircraft operations, proposed capital developments at the airports and proposed private or public sector development near the airports. Coordinates the preparation, revisions and FAA review of the NEMs. Monitors compliance with FAA-approved Part 150 recommendations and monitors and assists ongoing noise program activities such as sound insulation or property and avigation easement acquisition. Tracks and maintain schedules, budgets and reports. Ensures compliance with federal, state, local laws, and airport rules and regulations. Oversees the Environmental Programs Specialist and ensures the assignment and completion of relevant assignments. Noise Monitoring and Analysi s Assesses aircraft noise, coordinates aircraft noise abatement activities, and responds to noise‑related complaints. Oversees all airport noise monitoring systems and operational data collection for analysis of noise abatement program performance and to analyze noise complaints and operational trends. Maintains the public‑facing flight tracking program and reviews flight tracks and aircraft operations for noise impacts. Analyzes, reviews, and comments on regulatory requirements on proposed legislation related to aircraft noise. Collects and assess noise mitigation program implementation statistics. Maintains statistical records for runway use, accounting for weather and other factors affecting performance, and works with the FAA ATCT to develop runway use decision aids. Compiles and distributes technical reports and summaries of airport activity and reports on the performance of established measures and status of ongoing noise compatibility programs, including exceptions to approved noise abatement procedures to enhance conformance. Documents Required Navigation Performance (RNP) standards and encourages operators to equip their aircraft with the best available technology. Conducts periodic noise modeling. Researches and stays abreast of emerging noise abatement and reduction technologies and techniques. Land Use Compatibility Coordinates with local municipal planning departments and tracks legislative initiatives related to compatible land use planning. Evaluate and provide recommendations for proposed zoning changes and community plans for consistency with FAA guidance and the NCP. Provides recommendations and technical advice regarding noise‑sensitive development near the airports. Financial, Grant and Consultant Management Develops, maintains and monitors annual budgets for the department. Administers FAA Airport Improvement Program grants related to noise projects in coordination with the engineering and finance departments of the Authority. Assist in the preparation of grant applications, reimbursement requests, and compliance documentation. Manages consultant contracts and project expenditures to ensure contractors are meeting their obligations timely. Manages residential sound insulation program and associated consultants and contractors as applicable. Employment Qualifications Must possess a valid driver's license and maintain appropriate airfield driving and escort privileges. Strong interpersonal skills and the ability to build and maintain relationships with stakeholders, including staff, external partners, business leaders, and members of the general public. Ability to positively influence and work with employees/managers at all levels of the organization. Must pass criminal history background check and maintain eligibility for a security access badge in accordance with the Airport Security Plan. Education/Experience Position requires a Bachelor’s degree from an accredited institution with a major in Public or Airport Administration, Communications, Public Relations, or closely related field. Certified Member (CM) from the American Association of Airport Executives (AAAE) preferred. Minimum of four (4) years of experience working at an FAR Part 139 or General Aviation airport or program management in a similar field is desirable. Preferred working knowledge of FAA Part 150 regulations, air traffic control procedures, noise compatibility programs, along with the ability to analyze and interpret complex data, information, and the ability to utilize technical equipment and instrumentation. Work is performed in both office and outdoor environments, and involves exposure to noise, chemical, and other contaminants, moving mechanical hazards, and extremes of temperature and weather conditions. Must have sufficient visual acuity, with or without corrective lenses; sufficient auditory ability, with or without audiological devices; able to tolerate exposure to noise levels up to 120 decibels; capable of being on one’s feet for extended periods of time and lifting 30 pounds unassisted.
