Spokane Falls Community College, part of Spokane Colleges, serves 6,000 students with liberal arts/transfer and professional technical programs across a 12,302 square mile region in Eastern Washington. JOB SUMMARY Reporting to the Vice President of Student Affairs, this position provides leadership and oversight for Spokane Falls Community College Community Outreach and Dual Enrollment programs. This position is equal parts managing all aspects of Dual Enrolment Programs and directing Outreach for all SFCC programs. This is an exciting opportunity to work in a fast-paced, relationship-oriented environment to support student achievement and success. A successful candidate will approach this work each day with creative strategies, innovative perspectives, and a positive and collaborative approach to problem solving. DUTIES AND RESPONSIBILITIES MANAGEMENT- Provide leadership and oversight for the development, expansion, and administration of SFCC's Community Outreach and Dual Enrollment programs in accordance with guidelines established by the Spokane Colleges, the Washington State Board of Community and Technical Colleges (SBCTC), Running Start, and the Gateway to College National Network. *
- Develop and implement an operational plan for Community Outreach and Dual Enrollment programs that includes budget management to ensure the economical and effective use of financial resources. *
- Supervise exempt, classified, and work-study employees (train, schedule, evaluate, discipline and respond to grievances). Adhere to classified contracts and all district rules and regulations ensuring efficient operations of programs. *
Inform and educate staff about behavior and performance expectations, provide timely and accurate feedback regarding performance, and ensure performance and behavioral problems are corrected promptly and effectively. *
- Develop the college's strategic marketing and recruitment plan, reflecting collaboration with both instruction and student services and supporting the Spokane Colleges strategic plan and high priority instructional areas.
- Collaborate with Student Success Technology Manager for recruitment initiatives that serve all SFCC instructional programs. Manage prospect plans to enhance contact and conversion rates, supervise drip campaigns, lead assignments, task creation, and reporting efforts. Maintain, update, and refine recruitment communications and processes within Customer Relationship Management tool delegating tasks to staff as needed. *
- Track and analyze student-facing communications including outreach to the College's prospective and current students to identify strengths, gaps, and opportunities for improving engagement, increasing enrollment, and aligning across the student lifecycle. *
- Chair the SFCC Outreach and Recruitment Committee to align recruitment efforts with strategic goals and equity initiatives, maintain performance indicators, and enhance strategies for underrepresented populations. Coordinate participation in community events and college fairs and collaborate with district marketing and campus leadership on enrollment communication plans. *
- Oversee the management of facilities rentals and external events on campus to strategically promote SFCC to the community. *
- Track and report on all college outreach and recruitment efforts, their successes, and recommendations for changes. *
DUAL ENROLLMENT
- Develop and foster collaborative relationships with school districts, teachers and counselors, community organizations, businesses, and other potential partners. Provide a friendly, supportive and collegial atmosphere for students, faculty, staff, and the public. *
- Oversee the planning, implementation, and evaluation of curriculum related to Dual Enrollment programs ensuring curriculum fulfills both high school diploma and college degree requirements. In partnership with Instruction, review credentials and organize orientation for college and high school concurrent enrollment faculty. *
- Ensure contract compliance. Responsible for the development and negotiation of contracts with school districts and other program partners. Responsible for coordination of contracts with current and potential partnerships. Independently consult with program participants and teachers regarding course setup, registration and payments. Provide information regarding program policies and activities and recommend alternative courses of action. *
- Serve as the liaison for SFCC's Dual Enrollment programs at national, state, and local levels. *
- Track and report program enrollment trends, program completion, and retention and placement success. Monitor activities to determine consistency with program goals and ensure timely and accurate information is communicated to the Spokane Colleges Business Office. Monitor and ensure SFCC's compliance with external regulatory bodies for all concurrent enrollment programs. *
- Promote concurrent enrollment programs via school and community meetings as well as participation on advisory boards. *

- Comply with district policies, procedures and directives, state and federal regulations, orders and statutes and collective bargaining agreements. *
- Support and advance the Spokane Colleges strategic plan, and perform related duties as required. *

- Bachelor's degree in Education, Marketing, Business, Communications, or related field. Or an equivalent mix of education and experience that demonstrates the candidate meets all competency requirements for this position.
- Experience coordinating educational or outreach/recruitment programs, events, projects, or activities.
- Strong interpersonal skills with a demonstrated passion for, commitment to, and success with serving youth, underrepresented populations, and adult learners.
- Knowledge of planning, implementation, and monitoring of budgets and contracts.
- Ability to maintain a high level of confidentiality and ethical working practices.
- Ability to establish and maintain cooperative working relationships with internal and external program partners.
- Excellent analytical, problem solving and decision-making skills.
- Proven ability to effectively organize multiple work assignments, involving competing priorities, to produce accurate work products, of high quality, to meet deadlines in a fast-paced environment.

DESIRED QUALIFICATIONS
- Master's degree or higher.
- Experience working in higher education/post-secondary or managing dual/concurrent enrollment programs.
- Demonstrated success in working with diverse populations.
PHYSICAL REQUIREMENTS
- Work is performed in an office environment with frequent interruptions and background noise.
- Work is sedentary.
- Work directly with students/clients.
- Move up to 25 lbs. frequently and up to 50 lbs. occasionally for events. Team lifts are encouraged and to be used at the employee's discretion.
CONDITIONS OF EMPLOYMENT
- 12-month position.
- Position is exempt from Fair Labor Standards Act (FLSA).
- Requires local or regional travel.
- Criminal background check is required.
- Requires some evening and weekend hours.
Person hired must be able to provide acceptable documentation of U.S. Citizenship or lawful authorization to work in the United States. This is an absolute condition of employment. An offer of employment will not carry with it any responsibility or obligation on the part of the district to sponsor an H1-B visa. In addition, the Spokane Colleges maintain a drug-free work environment and prohibits all smoking in the college buildings and state-owned vehicles. Must be able to successfully work in and promote a multicultural work and education environment.
Benefits Information
This is a contracted, exempt management position. Medical, dental life and long term disability insurance benefits are provided as currently administered under the Public Employees Benefits Board; TIAA-Cref retirement plan or WA State Retirement Plan. Vacation leave accrues at the rate of 14.67 hours per month (22 days per year) and sick leave accrues at the rate of 8 hours per month, effective upon employment. (For positions that are less than full time, leave accruals will be prorated to the percentage of the position.)
