Early Intervention Specialist

I) Job Purpose

Provides service coordination and/or specialized skills services, to developmentally delayed infants, toddlers and their families as identified in the Individualized Family Service Plan (IFSP) and from the point of referral to eligibility determination. Ensures that all (0-3) children are served timely and appropriately and in keeping with their procedural safeguards, rights and needs. Focuses on supporting the parent-child relationship so that positive outcomes can occur. Commits to the belief that parenting is the most important job there is and that every parent/caregiver can be successful.

II) Essential Functions

A) Adhere to process, procedures, rules, and regulations for State/Federal and MHMR (My Health My Resources) best practices regarding this role.

B) Complete Intake, Screenings, Eligibility Determination and Initial IFSP for all new ECI referrals assigned.

C) Complete and have signed Authorizations for Release of Information prior to requesting/releasing any client information either verbally or in writing.

D) Complete Prior Written Notice and Consent Forms prior to screenings, assessments and IFSPs

E) Provide coordination and collaboration of ECI and non-ECI services for assigned infants and toddlers from intake and enrollment through discharge follow-up.

F) Coordinate with social service agencies (WIC, CCMS etc.), medical personnel, childcares, Head Start/EHS and ISDs to ensure quality services that meet the child/family needs.

G) Provide ongoing consultation/information to parents and other caregivers as identified in IFSP.

H) Provide written and or verbal information to the physician when indicated to secure the orders for evaluations / therapies; or to request consideration for special testing or need to see a medical specialist.

I) Plan and implement routines-based interventions in various developmental areas as identified by IFSP.


J) Meet Division/Program Performance measures/expectations.

K) Ensure proper care and cleaning of toys and equipment used in implementing interventions.

M) Performs other job duties or responsibilities as requested or assigned.

C) Knowledge of Texas laws regarding reporting child abuse/neglect

D) Knowledge of typical (normal) birth to age three growth and development.

E) Knowledge about developmental delays in children birth to three years.

F) Knowledge about disordered and atypical development in children birth to three years.

G) Knowledge of medical diagnoses and conditions and their impact or potential impact on birth to three growth and development.

H) Knowledge, skills, and ability to work effectively with families /adults from various cultural, linguistic, socio-economic, cognitive, social -emotional and educational statuses.

I) Knowledge of community resources available to assist families with financial, educational, medical, social, and developmental needs.

J) Knowledge of infant- toddler evaluation and assessment protocols, curriculums, methodologies, therapeutic strategies, techniques, and monitoring/ measuring progress.

K) Comprehension of the IFSP process.

L) Ability and skills to communicate well both orally and in writing.


M) Ability to strive to make effective working relationships with team members and families that are characterized by mutual support, open communication, trust, and respect.

N) Ability to problem solve with infrequent assistance from supervisor. Identify and use a rational approach for the situation. Communicate problems and decisions to the supervisor.

O) Ability to discuss uncomfortable and potentially conflict producing topics, in a professional and effective manner, with families, community agencies and other ECI staff.

IV) Internal & External Customer Service

A) This position requires extensive internal and external contacts. The employee will accomplish this with advanced written and verbal skills.

B) Must demonstrate compassion, trauma-informed care, and safety practices including suicide safe care.

V) Travel

A) Adhere to MHMR Mileage and Travel reimbursement policy and any other aspect regarding travel.

B) This position requires driving to and from locations for work and/and may require overnight traveling.

VI) Equipment Used

A) Utilized as required for position.


Minimum Requirements


VII) Minimum Qualifications

A) Minimum Education: Bachelor's Degree

B) Defined Education: Adaptive Physical Education, Child Development, Child Life, Communication Disorders, Family Studies, Health, Human Development Psychology, Social Work, Rehabilitative Counseling/Rehabilitation Services, Sociology, Special Education

C) Preferences: One (1) year ECI or related human services experience with children ages birth to 3 years old, Bilingual preferred

D) Substitutions: Any Bachelor's degree with a minimum of 18 hours of semester course credit relevant to early childhood intervention, including 3 hours of semester course credit in early childhood development or early childhood special education OR Be registered as an EIS in the State of Texas prior to 09/01/2011

E) Years' Experience: None

F) Defined Experience: None

G) License/Certifications: Valid Texas Driver's License

H) Special Courses: None

I) Supervisory Experience: None

A) All staff are required to participate in agency Emergency Preparedness and Environmental Safety programs and may be assigned by their department as a key/essential staff level function during critical events or for the purpose of sustaining business continuity.

B) This position may require temporary or permanent re-assignment to any MHMR Tarrant facility as determined by program needs and/or the Division/Director.

C) Assigned work hours may change as the needs of the agency change.

D) The Functional Title of this position may change as the needs of the agency change.

E) All work will be completed within the scheduled work hours. All non-exempt (hourly) employees are expected to clock in and clock out for each work shift, no work should be done off the clock.

F) MHMR reserves the right to change, add to or eliminate positions as it deems appropriate.


G) Employment is at will, as well as agency needs may change.

H) Agency dress code is to be followed at all times.

I) Physical on-site presence, including regular attendance and punctuality, is an essential function of this position. Any changes or adjustments to your assigned work schedule or shift hours must be approved by your supervisor in advance.
