AEITS, Inc., a GTSC company, is growing its team and is looking for a Systems Engineer, Level 3 . Location Annapolis Junction, Maryland area. All work is on‑site; this position is not hybrid or remote. Mission Analyze user requirements, concept of operations documents, and high‑level system architectures to develop system requirements specifications. Lead design and development activities, guide users in formulating requirements, advise alternative approaches, and conduct feasibility studies. Clearance & Certifications TS/SCI with Polygraph. No mandatory certifications required. Requirements Proven experience providing programmatic and systems engineering support to agency programs. Prior software development experience with knowledge of cloud and cloud migration to evaluate current and future cloud applications. Experience developing and evaluating Analysis of Alternatives (AoAs) for IT and/or operational mission programs. Knowledge of agency systems engineering processes and tools. Knowledge of agency programmatic processes and tools. Strong communication skills. Education & Qualifications At least 20 years of experience as a Systems Engineer in programs and contracts of similar scope, type, and complexity. Demonstrated experience in planning and leading Systems Engineering efforts. Bachelor’s degree in Systems Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or a related discipline from an accredited college or university, or five years of additional SE experience may substitute for a bachelor’s degree. Responsibilities Manage system and derived requirements to ensure delivery of production systems compatible with the defined architecture, including DoDAF and SOA frameworks. Contribute to the development of systems engineering documentation such as System Engineering Plans, Initial Capability Documents, Requirements Specifications, and Interface Control Documents. Assist with the development of system, functional, and allocation requirements for hardware, software, facilities, and personnel. Coordinate resolution of action items from Configuration Control Board meetings, design reviews, program reviews, and test reviews. Participate in Integrated Product Teams to design new capabilities based on development and operational considerations. Allocate real‑time process budgets and error budgets to system and subsystem components. Generate alternative system concepts, physical architectures, and design solutions. Define methods, processes, and evaluation criteria for verifying systems, subsystems, and work products against requirements. Develop system design solutions that satisfy system requirements and functional analysis. Review and provide input to program and contract work breakdown structures. Participate in interface definition, design, and configuration changes throughout the lifecycle. Derive lower‑level requirements from higher‑level allocated requirements to ensure completeness, correctness, uniqueness, unambiguity, realizability, and verifiability. Develop derived requirements for Information Assurance services and basic security mechanisms. Implement comprehensive SOA solutions and operational, technical standards, and system services views using DoDAF standards. Approve system engineering documentation to ensure processes and specifications meet system needs. Capture interface designs in a common control format and store interface data in a repository. Assess and quantify risks according to an approved risk management plan. Plan verification efforts for new and unproven designs early in the development lifecycle. Prepare time‑line analysis diagrams of time‑dependent functions. Establish processes to control and manage changes to requirements, ensuring traceability and stakeholder buy‑in. Maintain the technical integrity of the system baseline over time. Support the planning and test analysis of DoD Certification/Accreditation processes. Support the development and review of JCIDS documents. Provide technical direction for development, engineering, interfacing, integration, and testing of complex hardware/software systems. Develop scenarios and operational concepts that satisfy operational, support, maintenance, and disposal needs. Conduct quantitative analysis in non‑functional system performance areas such as reliability, maintainability, vulnerability, survivability, and producibility. Coordinate system integration activities among multiple teams. Use validated models, simulations, and prototyping to mitigate risk and reduce cost. Serve as a member of the Configuration Control Board. Develop system design alternatives that consider lifecycle cost, reusability, complexity, risk, and growth. Develop alternative courses of action, workarounds, and fallback positions for risks and monitor them at appropriate milestones. Maintain knowledge of current and evolving agency, national, and international standards relevant to system development. Apply suitable standards to ensure consistency and interoperability of hardware and software. Recommend preferred solutions within Analysis of Alternatives efforts based on criteria and assumptions. Improve standard integration strategies to enhance performance. Fully define interfaces in terms of origin, destination, stimulus, and data characteristics for software; and electrical and mechanical characteristics for hardware.
