Cost Manager Quantity Surveyor Data Center Construction

Job Description Turner & Townsend is seeking a Cost Manager / Quantity Surveyor to support a major data center construction project. This role involves managing cost planning and control throughout the full project lifecycle, ensuring delivery on time and within budget for a large-scale, mission-critical facility. You’ll be part of our Cost Management team, delivering expert cost consulting services and working closely with clients, contractors, and project teams. This role requires regular onsite presence in the Midland, Texas area. Responsibilities Support cost management activities from early-stage budgeting and procurement through post-contract cost control and final account closeout. Prepare and present detailed cost plans, estimates, and budgets aligned with project scope and objectives. Assist with cost control processes during construction, monitoring actual costs against forecasts and recommending corrective actions. Review and validate change orders, ensuring proper documentation and compliance with contractual terms. Track contingencies, commitments, and cost impacts across multiple packages or phases. Prepare and deliver cost reports, forecasts, and presentations for stakeholders. Contribute to procurement strategies, bid analysis, and contractor negotiations. Support value engineering and design optimization initiatives to identify cost-saving opportunities. Ensure compliance with internal financial systems, client-specific requirements, and regulatory controls. Maintain benchmarking data and historical cost records for continuous improvement. Collaborate with project managers and design teams to align scope, budget, and schedule. Build and maintain strong relationships with clients, contractors, and internal teams. SOX control responsibilities may be part of this role, which are to be adhered to where applicable. Qualifications: Qualifications Bachelor’s degree in construction management, cost management, quantity surveying, engineering, or field related to construction. Minimum 3–5 years of relevant cost management experience in the construction industry. RICS accredited or working towards it is valuable. Experience supporting cost management on medium or large‑sized construction projects. Construction consultancy experience is strongly preferred. Good knowledge of construction industry technical matters, such as different procurement routes, value management, and value engineering. Strong communication skills.
