Job Summary: 

B&A is seeking a Human Capital Analyst Expert to support a federal government client within the National Geospatial-Intelligence Agency (NGA). This position serves as the lead expert for advanced workforce analytics, data modeling, visualization, and predictive human capital analysis. The selected candidate will leverage data science, business intelligence, cloud technologies, and emerging AI capabilities to deliver actionable workforce insights that inform strategic decision-making across the organization.

The Human Capital Analyst Expert will work closely with Human Development (HD), Information Technology stakeholders, and Agency leadership to develop innovative analytics solutions, automate workforce reporting processes, improve data quality, and advance NGA's human capital data strategy.

Responsibilities:

• Serve as the subject matter expert in data analytics, data modeling, statistics, and data visualization for HD. 
• Build and modify statistical and predictive models, algorithms, queries, and methods that support HR decision-making, and document how each was built. 
• Develop dashboards and visual analytics (Tableau, SQL, Python) connected to live data, along with leadership-level metrics, following the NGA style guide. 
• Analyze data on hiring timelines, candidate experience, STEM workforce, fill and execution rates, workforce restructuring, competencies, and employee engagement. 
• Build and automate extract, transform, and load (ETL) processes in the HD analytic cloud environment (AWS), and document all methods, data dictionaries, and code. 
• Support the sustainment of NGA’s Human Capital data ontology and data views in line with NGA data governance. 
• Coordinate with NGA’s IT services directorate (CIO-T) to identify and resolve data issues, including migration, validation, and new capabilities across PeopleSoft and other data environments. 
• Track data lineage, and build reports and dashboards that flag data integrity issues. 
• Apply AI, machine learning, and large language model techniques to improve HR analytics, automate complex analysis, and produce predictive workforce insights. 
• Recommend process performance improvements based on data trend analysis. 
• Make sure all reports and dashboards meet the QASP quality standards.
• Communicate findings clearly to Agency leaders, managers, and staff, including non-technical audiences.

Education and Experience:

• Minimum of four (4) years of experience in data analysis and modeling, including:
• Three (3) years building automated HR performance dashboards for executive-level audiences. 
• Three (3) years of database querying using SQL and two (2) years of data manipulation/scripting languages (e.g., Python, R, SAS). 
• Three (3) years handling, cleaning, and normalizing large, complex datasets (1M+ records), including integrating data from multiple HR systems. 

Required Skills:

• Advanced proficiency in data visualization and business intelligence tools (e.g., Tableau, Power BI). 
• Ability to automate data processes and workflows. 
• Demonstrated ability to communicate complex analytical findings to non-technical audiences and present data-driven recommendations to agency leaders. 

Desired Skills:

• Minimum of two (2) years of experience with federal HRIS systems (e.g., PeopleSoft, Oracle Human Capital Management (HCM), Workday) and knowledge of data governance and security requirements. 
• Two (2) years using Artificial Intelligence, Machine Learning, or Large Language Models. 
• AI training, experience, or demonstrated aptitude for learning AI tools. 
• Experience with AWS cloud data environments and ETL tools (e.g., Tableau Prep). 

Security Clearance:

• Active TS/SCI 
• Willing to submit to a counterintelligence polygraph.
