Duties

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

• Serves as a technical authority/advisor on telecommunications programs/systems and applies new concepts and methods to communications problems where accepted methods are not effective. Develops and implements comprehensive plans, policies, and objectives, and provides technical advice to integrate CI's telecommunications systems with operational requirements and to apply evolving technology. Position requires eligibility for access to Top Secret or "Q" level information.
• Plans, organizes, and conducts various complex studies and forecasts to develop long-range projections for telecommunications systems requirements. Coordinates and negotiates with managers on projected telecommunications systems, current and planned communications capabilities, compatibility and interoperability issues, costs and benefits, joint agency efforts, and other critical areas. Develops recommendations to enhance CI's telecommunications systems.
• Serves as a project leader for assigned nationwide long-term projects. These assignments involve secure radio wire lines, digital/analog secure radio communications systems, and private line projects. Plans and conducts pilot projects to evaluate proposed telecommunications systems and changes to existing systems. Recommends methods and projected equipment needed to upgrade systems capabilities.
• Leads or serves as a member of interagency work groups to review, evaluate, and recommend current and proposed telecommunications systems and ensure effectiveness and compatibility between systems. Serves as an expert with interagency groups, for example, Treasury Wireless Interface Group, Federal Law Enforcement Wireless Users groups, etc., to formulate telecommunications program guidance for different operating environments, evaluate new and experimental technology, and develop interoperability techniques for future initiatives for utilization by the law enforcement community.
• Serves as a technical expert/advisor and troubleshooter for assigned nationwide operations. Conducts analytical studies to identify telecommunications requirements; tests, evaluates, and installs supportive tactical and administrative systems and subsystems; and improves CI's telecommunications programs. Provides technical leadership in resolving operational and technical problems for radio systems users, CI managers, Technical (Tech) Agents, and representatives of other Federal, state, local, and foreign agencies or organizations.

• Probationary Period - All newly appointed employees to the competitive (or excepted) service are subject to a probationary (or trial) period. During this time, your performance, conduct, and suitability for continued employment will be evaluated. Your supervisor must affirmatively determine that continued employment is in the best interest of the Federal service. If no certification is made before the probationary (or trial) period ends, your appointment will be terminated. • Security Clearance - Obtain and maintain a Top Secret Security Clearance
• Drug Test - Submit to a drug test prior to your appointment and random drug testing while you occupy the position. A negative result is required.

Key Eligibility Requirements:

• U.S Citizenship - Must be a U.S. Citizen or National and provide proof of U.S. Citizenship.
• Selective Service Registration - Males born after December 31, 1959 are required to be registered with the Selective Service System or prove they are exempt from having to do so.
• Personal Identity Verification (PIV) - Must provide 2 forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies .

Qualifications

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement.

SPECIALIZED EXPERIENCE GS-14 : To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. AND

• Programming, testing, repairing, and installing mobile radios, handheld radios, repeaters, and dispatch consoles.
• Evaluating, analyzing, developing, managing, or improving radio communications systems, procedures, and requirements.
• Developing, overseeing, or performing site preparation and installation of new or relocated radio communications equipment,
• Coordinating user requests, identifying equipment needs, configuring voice and data network devices.
• Interpreting drawings, specifications, and schematics of complete communication systems with analog to digital converters, pulse generators, multiplexers, timing circuits, transmitters, receivers, and similar involved subunits.

• MINIMUM AGE REQUIREMENT: Minimum age for federal employment is 18 years old, or at least 16 years old and have:
  • Graduated from high school or been awarded a certificate equivalent to graduating from high school; or
  • Completed a formal vocational training program; or
  • Received a statement from school authorities agreeing with your preference for employment rather than continuing your education.

Education
