Some of the features of our comprehensive Total Rewards package include:* Compensation – We support transparency, equity, and fairness in our compensation programs and provide a reasonable estimate of the salary range, based on data-driven market analysis, for each job posting. While it is not typical for an individual to be hired at or near the top of the range, a reasonable estimate of the salary range for this role in Washington, DC (Headquarters) is $297,600/year -- $400,000/year. Team members may also be eligible for performance-based discretionary awards.* Work Location – Staff will be assigned to the Washington, DC (Headquarters) office or another office as approved by the PCAOB.* Generous paid time off – Up to 6 weeks annually, in addition to 12 federal holidays, and 2 floating holidays and a year-end break December 28 – 31, 2026.* Highly competitive 401(k) match and savings options – Immediate vesting and contributions matched dollar for dollar, up to 7 percent of eligible compensation. We also offer student loan repayment assistance, staff college tuition assistance, and college coach program support.* Well-being and family resources – Mental health and well-being resources, paid volunteer time, emergency child/adult dependent back-up care services, family-forming assistance, discounted gym memberships, employee assistance program (EAP), health advocate program, and more* Commuter benefits – Tax-free employer subsidy and pretax employee deductions Position Summary The Chief Human Resources Officer (CHRO) position is located in our Washington, DC (Headquarters) office and resides in the Office of the Chief Operating Officer (OCOO). The CHRO will report to the Chief Operating Officer (COO) and will be responsible for influencing human resources decisions, driving comprehensive human resources strategies, and achieving human resources results that align with the strategic direction and needs of the PCAOB, including leading transformation efforts within OHR and across the organization.The CHRO is a strategic change agent who builds continuous program and process improvements in the areas of talent management; employee engagement; total rewards; employee relations; and HR technology. The CHRO is a strategic leader who delivers comprehensive human resources data, programs, and solutions to PCAOB leadership and the Board. Responsibilities * Provide strategic direction and leadership for all human resources functions.* Lead the execution of the human capital strategic plan that directly aligns with the PCAOB’s strategic plan.* Establish accountability, monitor performance, and provide feedback for the achievement of human capital goals.* Lead continuous innovation by managing the continued enhancement and evaluation of human resources business processes and information systems, including using AI; and collaborate with the Office of Technology (OT) to ensure systems meet business needs.* Oversee the development of comprehensive human resources analytics to measure the effectiveness of human resources initiatives.* Partner with senior leadership in the development and application of human resources policies and procedures, and the interpretation of statutory employment regulations.* Formulate and execute activities in support of the HR budget.* Provide support to the PCAOB’s Investment and Savings Plan Fiduciary Committee.* Ensure compliance with federal and state legislation pertaining to HR matters.* Collaborate with senior leadership as appropriate to facilitate the resolution of employee conflict and grievances with respect to issues of potential litigation, compensation, employment, employee relations, and training, or other issues.* Provide regular updates to the Chairman, the Board, and the COO on human resources initiatives and matters.* Perform the full range of supervisory duties, including evaluating employee performance; making recommendations for appointment and promotion; hear and resolve complaints; identify development and training needs; and other related supervisory tasks.* Other duties as required by the COO and Chairman. Qualifications Education/Technical Expertise* Bachelor's degree from an accredited university, in Human Resources Management or a related field.* 15+ years of experience as a senior human resources leader within a complex organization.* Strong background in talent management, total rewards, employee relations and human resources information systems.* Ability to effectively develop and implement strategic Human Resources initiatives.* Strategic and fast-paced thinker with a “roll-up-the-sleeves” mindset.* Strong understanding of AI concepts, including machine learning, generative AI, and related data platforms.* Proven change management skills; ability to drive positive change and create the conditions to allow team members to continuously innovate and leverage technology effectively.* Demonstrated awareness and mastery of, and maintains compliance with, assigned internal controls and procedures in the performance of job responsibilities.* Demonstrated initiative and ability to forecast, prevent, and solve problems.* Proven skill as a strategic leader, manager, coach, and mentor capable of building, managing, and retaining a high performing HR team.* High level of intellectual, professional, and interpersonal ability and flexibility, combined with solid analytical and problem-solving skills.* Demonstrated ability to influence and cultivate strong internal and external networks and leverage those relationships into mutually beneficial relationships.* Proven skill at exercising discretion, integrity, judgment, responsiveness, and strong attention to detail.* Strong verbal and written communication, presentation, and facilitation skills.* Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.Preferred Qualifications* MBA/Master's degree in Human Resources or related field.* Professional Certification in Human Resources (PHR), Senior Professional Certification in Human Resources (SPHR) or SHRM Certified Professional (SHRM-CP), or SHRM Senior Certified Professional (SHRM-SCP) credentials.* Experience with Workday.Leadership/Management Skills and Abilities* Ability to drive a positive “tone at the top” of the organization and hold others accountable for doing the same.* Ensures that own behavior and the behavior of others is consistent with the highest ethical standards and aligns with the values of the organization.* Must be able to motivate and inspire employees at all levels of the organization in order to enhance team commitment and individual performance.* Proven ability to develop, coach, and mentor staff, providing constant feedback and clear direction.* Ability to promote collaboration by unifying teams, setting common goals and incentivizing collaborative behavior.* Demonstrated success in establishing and maintaining positive working relationships with others, both internally and externally, to achieve the goals of the organization.* Strong ability to build credibility, organize effectively, solve problems quickly and communicate clearly.* Possesses the balance and emotional intelligence required to meet the diverse needs of the divisions/offices.* Proven ability to navigate and resolve various types of conflict in a timely and productive manner.
