Job purpose

The Family Engagement & Comprehensive Services Supervisor provides direct leadership, supervision, and coordination for ECEAP Family Support and Health Specialists. This role is responsible for ensuring that staff have clear expectations, consistent guidance, supportive coaching, and accountable follow-through as they provide integrated services that promote child health, development, family well-being, and kindergarden readiness.

This position leads, guides, and holds accountable a team of Family Support and Health Specialists who partner with families as experts in their own lives, support children’s learning and development, and strengthen connections between home, classroom, and community. The position ensures implementation of Washington State ECEAP Performance Standards related to family partnerships, child health, comprehensive services, documentation, follow-up, and family engagement.

Through reflective supervision, coaching, and collaborative leadership, the supervisor supports staff in using strengths-based practices, culturally responsive approaches, and Mobility Mentoring® principles to help families identify goals, recognize resources, overcome barriers, and build pathways toward increased stability and family well-being.

What You'll Do

Key Areas of Responsibility

Family Engagement Leadership

  • Provide leadership for ECEAP family engagement practices that support meaningful partnerships between families and the program.
  • Develop systems that ensure families are welcomed, valued, and actively involved in their child's learning and development.
  • Support staff in building trusting, respectful relationships with families through strengths-based and culturally responsive approaches.
  • Oversee family partnership processes, including goal setting, progress monitoring, and documentation.
  • Promote opportunities for parent leadership, participation, and decision-making.
  • Ensure family engagement practices reflect families’ cultures, strengths, priorities, and lived experiences.

Mobility Mentoring® and Family Goal Support

  • Support implementation of Mobility Mentoring® practices as a framework for partnering with families toward self-identified goals.
  • Coach and support staff in using intentional conversations, goal planning, and strengths-based strategies with families.
  • Ensure family support approaches recognize the impact of systemic barriers while supporting families in identifying pathways toward stability and opportunity.
  • Support staff in connecting families with resources related to housing, employment, education, financial stability, transportation, health care, and other identified priorities.
  • Monitor family outcomes and use data to strengthen services and supports.
  • Encourage family goal-setting practices that honor family choice, voice, and readiness.

Health Services Leadership

  • Provide oversight and support for ECEAP health service systems, including screenings, documentation, referrals, and follow-up.
  • Supervise Health staff and support effective coordination of child health requirements.
  • Ensure families receive support accessing medical, dental, behavioral health, developmental, and nutrition resources.
  • Collaborate with community health providers and partners.
  • Review health data and identify opportunities for improvement.

Supervision and Staff Development

  • Provide reflective supervision, coaching, and professional development support to Family Support and Health Specialists through regular individual supervision, team meetings, observation, feedback, and follow-up.
  • Establish clear expectations for quality service delivery, timely documentation, family follow-up, collaboration with classrooms, and compliance with ECEAP standards and agency procedures.
  • Lead staff with consistency, fairness, and respect while addressing performance concerns directly, documenting expectations, monitoring progress, and supporting improvement when needed.
  • Promote collaboration, communication, and shared responsibility across education, family support, health, disabilities, nutrition, mental health, and administrative teams.
  • Support staff in integrating family engagement and health practices into children’s classroom experiences and child-focused planning.
  • Develop team goals, monitor progress, review service data, and use supervision to support continuous improvement.
  • Participate in hiring, onboarding, evaluation, retention, and corrective action processes in partnership with program leadership and human resources when appropriate.
  • Foster a positive professional team culture grounded in respect, equity, accountability, confidentiality, reflective practice, and continuous learning.

Positive Professional Expectations and Team Accountability

  • Model positive, professional, and solution-focused communication with staff, families, community partners, and program leadership.
  • Set the tone for a collaborative team environment where staff are expected to communicate respectfully, follow through on commitments, and work across roles to support children and families.
  • Hold team members accountable for meeting job expectations, maintaining professional boundaries, completing assigned tasks, and following agency policies and ECEAP requirements.
  • Address concerns promptly and constructively, using coaching, clear direction, documentation, and follow-up to support staff growth and program quality.
  • Encourage shared problem-solving while ensuring decisions are aligned with program standards, family-centered practice, and agency expectations.
  • Demonstrate dependability, ethical practice, confidentiality, and professionalism in all supervisory and program responsibilities.

Integration with Classroom and Comprehensive Services

  • Promote an integrated ECEAP model where family engagement, health, and education are connected.
  • Collaborate with education leaders to ensure comprehensive services support children’s classroom experiences.
  • Support Family Support Specialists in maintaining meaningful relationships with children and participating in classroom activities.
  • Encourage communication and collaboration between teaching staff, family support staff, health staff, and community partners.
  • Participate in child-focused planning and multidisciplinary team meetings.
  • Ensure families experience consistency and connection across all areas of the program.

Community Partnerships

  • Develop and maintain partnerships with community organizations, schools, health providers, and social service agencies.
  • Strengthen referral systems and community resource networks.
  • Represent the ECEAP program in community collaborations.
  • Identify emerging family and community needs and support program responses.
  • Promote partnerships that increase access to resources and opportunities for children and families.

Data, Compliance, and Continuous Quality Improvement

  • Ensure compliance with Washington State ECEAP Performance Standards, Head Start requirements when applicable, and agency policies.
  • Monitor family engagement, health services, documentation, and outcomes.
  • Use data to identify strengths, challenges, and opportunities for improvement.
  • Support program self-assessment and continuous quality improvement activities.
  • Prepare reports, recommendations, and updates for program leadership.

Ensure staff maintain accurate and timely documentation.

Requirements

Qualifications

Required

  • Bachelor’s degree in Early Childhood Education, Human Services, Social Work, Family Studies, Public Health, or related field.
  • Experience working with children and families in early learning, family support, health, or human services settings.
  • Experience supervising staff and supporting professional growth.
  • Knowledge of family engagement, child development, and comprehensive early childhood services.
  • Strong leadership, communication, organizational, and problem-solving skills.

Must meet all DCYF and ECEAP health, safety, and training requirements, including:

Negative TB test

Infant/Child CPR & First Aid

Food Handler’s Permit

DCYF Portable Background Check

Required immunizations

Valid Washington State driver’s license required.

Preferred

  • Experience working in ECEAP, Head Start, or another comprehensive early learning program.
  • Knowledge of Washington State ECEAP Performance Standards.
  • Experience with Mobility Mentoring®, coaching models, or family goal-setting frameworks.
  • Experience supervising family support and/or health services staff.
  • Experience with reflective supervision and continuous quality improvement.
  • Bilingual or multilingual skills.
