PROJECT DESCRIPTION: New York City’s Public Engagement Unit (PEU) is the first of its kind in the United States. We seek to have an impact by proactively reaching individual residents and helping them access services for which they are eligible. We use innovative public awareness and grassroots organizing techniques; assign teams of experienced outreach specialists to help residents find and receive resources available with a particular focus on vulnerable, low-income residents. Complemented by building broad awareness campaigns, the program has built a strong model that has been applied to a variety of unique challenges enabling governments to change the way in which their constituents receive service. Tasks & Duties Building and managing mission-critical data workflows for core teams and special projects across multiple front-end and back-end environments including AWS Redshift, Salesforce, NGP VAN, Airtable, etc. Identifying opportunities for automation of routine processes and coordinating with teammates and partner agencies to implement automation. Building and maintaining data lake to ensure data team members (and the teams they support) have access to standardized, up-to-date data to inform outreach, analyze results, and shape programming and partner agency policy. Supporting analysts in developing routine and special reports to clearly articulate program outputs and impact to a wide variety of audiences using a range of data visualizations, tables, and maps. Working with Data & Analytics staff to collaborate with other city agencies and organizations to utilize new technological resources, encourage data sharing, and teach best practices for outreach.

MANDATORY SKILLS/EXPERIENCE

Note: Candidates who do not have the mandatory skills will not be considered A minimum of 3 years of experience with the following skill sets: Working with to improve operational and reporting data processes and infrastructure, including 1+ years working in government, or in community, issue, labor, or political organizing Experience using one or more of the following data processing, analysis, and visualization tools in a professional setting: SQL (Postgres, MSSQL, DuckDB), Python, R, GIS, Tableau, Looker Data Studio, Excel/Google Sheets (advanced) Experience using one or more of the following tools/frameworks to implement and support data engineering, transformation, and orchestration/automation: dbt and dbt-duckdb, Dagster, DLT, Docker, Ducklake (S3 Postgres), git and GitHub, Sling Experience using 1+ of the following platforms: NGP VAN, Salesforce, Hustle, Mobilize and Reach Proficiency in working with complex enterprise network environments in highly secure government ecosystems, including differentiating between public and private networks, working within the confines of private networks, managing TLS/SSL and termination, configuring data egress/ingress through forward and reverse proxies. Experience processing, cleaning, manipulating, managing, and analyzing large datasets and building pipelines to automate these steps, preferably in an AWS environment with tools such as EC2, ECR, Farget, IAM, Lambda functions, Redshift, S3 buckets, and VPC and private subnetting Experience conducting entity resolution and record linkage (i.e., deduplication) using probabilistic frameworks like Splink.
