Director of Public Health and Human Services

This position is responsible for managing and overseeing the overall operations, budget, and personnel of Public Health and Human Services which is engaged in the delivery of financial assistance, child support, social services, and public health programs designed to meet the needs of Koochiching County residents. Manages, and directs department or multiple program staff to include prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations. Develops, implements, recommends, and evaluates program objectives, policies, and procedures; determines the assignment of staff and resources; interprets and applies policies and procedures; ensures applicable Federal, State, and local laws, rules, regulations, laws, and policies are complied with. Prepares and develops department budgets, which may include monitoring and approving expenditures in accordance with division budget; researches, develops, evaluates funding opportunities, and makes recommendations. Oversees department initiatives for the enhancement and improvement of service delivery; coordinates activities with other agencies, internal departments, and/or other applicable parties. Confers with the County Attorney, Judge, and Attorney General\'s Office regarding legal aspects of problems confronting the department. Negotiates contractual services with providers. Designs new contractual agreements to meet new or existing services. Monitors each agreement regarding service delivery agreement and financial restraints. Develops and implements corrective action as necessary. Supervises the preparation of various statistical, financial, and activity reports for the County, State and Meets with professional groups, employers, and vendors for discussion of fee schedules, financing, and employment and to explain social services, income maintenance, and public health programs to them. Serves as liaison officer between the County Department and other service organizations. Performs other duties of a comparable level/type, as required. Qualifications Education: Bachelor's degree in Human Services, Social Work, or related field and over 10 years of progressively responsible experience. Requirements: Valid Minnesota Driver\'s License or evidence of mobility. Experience working with Microsoft Office (Word, Excel, PowerPoint, Outlook, etc.). Ability to communicate effectively, both orally and in writing.
