Supervisory Program Analyst
VETERANS HEALTH ADMINISTRATION
Summary This position is located in the Health Administration Service(HAS) at the Atlanta VA Medical Center and reports to the Chief of HAS. The Supervisory Program Analyst oversees the planning, development, and execution of standardized medical business operations across the facility, including revenue related activities, accounts receivable, data management, contract development, and other functions. Ensures operational efficiency by monitoring and auditing the systems that support HAS operations. Learn more about this agency Duties Help The Supervisory Program Analyst is responsible for planning; developing and executing actions to ensure the various medical business operations are effectively standardized and coordinated throughout the Atlanta VA Medical Center. This includes revenue related activities, accounts receivable management, travel, contract development, and fee basis. The Program Analyst ensures programs run efficiently by monitoring and auditing of the individual payment systems governing HAS funding. Duties include but not limited to:
- May include representing the Chief, HAS at VA meetings and on task force activities, drafting policies, defending the service's position on proposals, and obtaining VHA CBO guidelines for implementation.
- Will have authority to speak for the HAS section regarding multiple programmatic areas and initiatives involving or emanating from the different sections of the HAS service.
- Incumbent audits and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations meeting established goals and objectives.
- Requires extensive knowledge of a wide range of business related activities including but not limited to all aspects of the revenue cycle, accounts receivable management, denial management principles, quality assessment and administrative management, revenue operations, sharing agreement policy and procedures, data analysis and reporting, and clinical administrative support programs.
- Plans and implements a coordinated organizational approach to business planning utilizing the Medical Center's resources: staff, medical center expertise and private sector consultation services.
- Provides expertise to the Chief, HAS and medical center management by serving as a knowledge resource.
- Assists other Medical Center staff, task groups, and facilities in the decision-making process through problem analysis, needs assessment, and strategy development.
- Applies analytical, evaluative, developmental, and advisory skills toward recommending improvements in managerial policy, procedure, and structure.

- Specialized Experience: One year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Determining organizational unit goals and objectives in a constantly changing and developing health care field; Independently performing a full range of data analysis, to include collecting, evaluating, and synthesizing of data; Preparing briefing documents and making presentations to senior managers; Assisting with estimating program budgets, organizational revenue, reviewing contractor and staff work plans, and progress report development; Knowledge and use of national database architecture and file structure, analytical techniques, and clinical administration support tools and techniques.
