QUALITY ASSURANCE SPECIALIST

You will serve as a QUALITY ASSURANCE SPECIALIST in the QUALITY ASSURANCE AUDIT BRANCH (723) in the INSPECTION, TEST, AND QA DIVISION LIFTING AND HANDLING DEPARTMENT of the NORFOLK NAVAL SHIPYARD.

Duties

Help

  • You will conduct internal program, process and Weight Handling Equipment (WHE) audits to identify quality problems

    and opportunities for improvements.
  • You will develop/revise audit plans, assemble and train audit team members, direct audit evolutions, prepare reports and conduct follow-ups to assure that corrective/preventive actions have been implemented.
  • You will conduct investigations of reported equipment/system failures to identify responsible parties, root causes and corrective actions needed to prevent recurrence.
  • You will conduct studies of work processes by collecting, sorting, grouping and analyzing process data for quality trends.
  • You will review training materials and conducts quality assurance training classes for employees of the Crane/Rigging Shop.
  • You will develop/revise work documentation forms and process control procedures to improve product reliability.
  • You will recommend quality improvements to shop management based on lessons learned from audits, investigations analysis, and special studies results.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a bargaining unit position
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
Qualifications

To qualify for the GS-11, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience demonstrating the ability to plan and conduct audits, program reviews, inspections, and/or organizational evaluations to evaluate compliance with established policies, procedures, standards, and requirements.
  • Experience researching and analyzing information.
  • Experience interviewing personnel, developing audit plans and identifying findings and root causes.
  • Experience preparing reports, memorandums, and recommendations, communicating audit results through in-briefs and out-briefs and reviewing and maintaining quality-related databases or tracking systems (e.g., monitors, CTS, QPS).
  • Experience recommending corrective actions and process improvements and effectively communicating with management and stakeholders both orally and in writing.
  • Experience applying quality assurance principles, evaluating organizational processes, and supporting continuous improvement initiatives is highly desirable.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related

Military Spouse Preference applicants will be placed at the highest grade for which they have applied and are determined Best Qualified (BQ). A BQ military spouse possesses knowledge, skills, abilities, and competencies comparable to others who meet the competitive referral criteria for the specific position.

PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.

Site audits of WHE may require the incumbent to climb to heights of approximately 50 feet or more on waterfront and building cranes.

Standards safety precautions are required to be observed depending upon the work area.
