Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position . In accordance with the Statewide Telework Policy and GC 14200, the successful candidate must reside in California upon appointment. Proof of residency may be required. Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. E mployees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales . In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee's monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.

- Education, training or professional experience in aquatic ecology, freshwater or marine ecology, wetland science, limnology, hydrology or closely related field.
- Knowledge of the Clean Water Act Section 401 Water Quality Certification Program and/or Waste Discharge Requirements permitting.
- Experience in regulatory permitting, compliance, or enforcement related to water quality, wetlands, riparian areas, aquatic resources, or habitat protection.
- Experience conducting field surveys or assessments, including water quality monitoring, habitat assessment, wetland delineations, California Rapid Assessment Method assessments, and mitigation or restoration monitoring.
- Experience conducting field inspections and preparing inspection reports.
- Ability to communicate effectively with applicants, permittees, consultants, public agencies, and the public.
- Ability to organize workload, manage multiple assignments, meet deadlines, and prepare clear technical correspondence and reports.

Statement of Qualifications
A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate's ability to present information clearly and concisely in writing. - Describe your experience applying aquatic ecology, wetland or riparian sciences, hydrology, or related environmental science principles to evaluate aquatic resources, water quality, habitat functions or project impacts.
- Describe your field and technical experience collecting, reviewing or interpreting biological, habitat or hydrological information such as aquatic resources surveys, wetland delineations, California Rapid Assessment Method assessments, restoration, mitigation and monitoring plans, or environmental compliance inspections.
- Describe your experience coordinating with applicants, permittees, consultants, public agencies, tribes, community members, or other interested parties to complete technical, regulatory, or environmental assignments.
- Describe your experience with regulatory permitting, compliance, or enforcement related to water quality, wetland, riparian areas, aquatic resources, or habitat protection.
