Job Title: Specialist, ProcurementJob Code: 44726Job Schedule: 9/80Job Description:Procure materials and services for government and commercial programs including but not limited to actives, passives, connectors, cables, chemicals, software, computer hardware, services, and COTS items.Essential Functions:Develop and manage RFQ/RFP process, negotiate agreements and manage/administer the contract for medium to complex sourcing requirements.Evaluates bids and selects suppliers based on price, delivery, quality, and service to obtain best overall value for L3Harris.Acts as a primary L3Harris point of contact to manage overall relationships with critical suppliers to facilitate long-term partnerships.Interprets FAR/DFAR/ITAR laws, rules and regulations regarding import/export control certifications and licenses.Tracks all Purchase Orders through reports, works AP matched exceptions, open commitments, receiving discrepancies, returns, supplier discrepancies, and problem reports/supplier corrective action responses. Interfaces with receiving and accounting to resolve issues.Provides timely follow up on all awards through completion of order using system reports to status for program teams.Meets established goals, objectives, and performance metrics and solves problems of increased scope and complexity where analysis of situations or data requires a review of a variety of factors.Confers with suppliers to determine factors that affect competitive total cost of ownership consistent with quality, reliability, and ability to meet required schedules. Evaluate root cause and corrective action with suppliers on late delivery performance.Builds stable working relationships with manufacturing, quality engineers, material management and program office regarding procurement demands by early involvement with programs and suppliers to determine risk mitigation actions for critical path parts.Participate on projects/teams as assigned. Qualifications:Requires proficient knowledge of job area. May have practical knowledge of project management. Bachelor’s Degree and minimum 4 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experience.Preferred Additional Skills:Understanding of MRP/ERP systemsUnderstanding of Government Property and purchasing requirements (FAR/DFARs)Proficiency with Excel Ability to follow through with work assignments, shows dedication to producing work of the highest quality and strong skills in driving tasks to closureCandidate will be detail oriented and organizedExcellent communication and written skills are necessaryBroad understanding of various production processesNice to have: working knowledge of FAR/DFAR/ITAR requirementsNegotiation and follow-up skills requiredPC skills in MS office, with Word and Excel formats essentialPositive attitude#LI-LS4In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington State, DC and Virginia (Greater D.C. area), Denver, or NYC areas is $73K-$135K. The salary range for this role in Colorado state, Hawaii, Illinois, Maine, Maryland, Minnesota, New York state, Cleveland Ohio, Vermont and Virginia (outside of Greater D.C. area) is $69K-$128K. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
